Army Lieutenant Colonel receives 1.85 billion VND when retiring 7 years early

The Ministry of National Defense on April 12 announced that it had just issued Circular No. 19/2025/TT-BQP guiding the implementation of policies and regimes for subjects under the management of the Ministry of National Defense in implementing the organizational arrangement of the apparatus.

The content that attracts much attention is the regulations on early retirement regimes for subjects with 2 to 5 years left and from 5 to 10 years to the prescribed age limit.

In particular, Circular 19 clearly stipulates policies and regimes for subjects retiring early with more than 5 years to 10 years of age limit.

The regimes for this subject are as follows:

Notably, in this case, Circular 19 of the Ministry of National Defense provides specific evidence for the case of Lieutenant Colonel Hoang Van Manh, born in July 1978, enlisted in September 1997, who is an employee of the Provincial Military Command.

According to current regulations, by July 2032, Lieutenant Colonel Manh will be 54 years old, and the highest age limit for active service according to the rank of Lieutenant Colonel. However, in April 2025, comrade Manh's unit merged with another unit. Comrade Manh was decided by competent authorities to retire early (without retirement preparation) and receive pension from August 1, 2025 (age 47 and retire after the effective date of the Social Insurance Law 2024.

Comrade Manh is eligible for retirement within the first 12 months from the effective date of the Merger Decision of the competent authority; the early retirement period is 7 years (84 months) and has 27 years and 11 months of work with compulsory social insurance (shared to 28 years according to the instructions in Clause 4, Article 5 of this Circular).

Assuming the current salary before retirement (July 2025) of comrade Manh is 20,000,000 VND; comrade Manh is entitled to the policies and regimes prescribed in Article 7 of Decree No. 178/2024/ND-CP, amended and supplemented with a number of points in Clause 6, Article 1 of Decree No. 67/2025/ND-CP and guided in this clause;

In which, the one-time pension subsidy regime for the number of months of early retirement; subsidy for the number of years of early retirement and subsidy for the working period with compulsory social insurance contributions are calculated as follows:

One-time pension for months of early retirement

20,000,000 VND x 0.9 months x 60 months = 1,080,000,000 VND.

One-time allowance for years of early retirement

20,000,000 VND x 4 months x 7 years of early retirement = 560,000,000 VND.

One-time allowance for the number of years of work with compulsory social insurance contributions:

20,000,000 VND x {04 months (for the first 15 years of compulsory social insurance contributions) + (0.5 x 13 years)} = 210,000,000 VND.
