Ho Chi Minh City still has 102 wards and communes, preparing to merge with Binh Duong, Ba Ria - Vung Tau
Ho Chi Minh City agreed to reduce from 273 wards, communes and towns to 102 wards and communes and prepare to merge with Binh Duong and Ba Ria - Vung Tau provinces.
On the afternoon of April 15, the 11th Ho Chi Minh City Party Committee unanimously approved the plan to reorganize commune-level administrative units.
Currently, Ho Chi Minh City has 22 district-level administrative units (including 16 districts, 1 city and 5 districts) with 273 commune-level administrative units (210 wards, 5 towns and 58 communes).
With the new arrangement plan, the number of commune-level wards will decrease to only 102 wards and communes.
According to the assessment of the Ho Chi Minh City Party Committee, this option not only helps streamline the apparatus, but also ensures that the commune level is not turned into a " scattered district level".
The scale of the units after the merger will be carefully calculated to be both wide enough for effective management and close enough for the government to grasp the situation and best serve the people.
The merger also creates favorable conditions for stabilizing administrative boundaries, minimizing disruptions related to status maps, land management and construction in the transition period.
The Standing Committee of the Ho Chi Minh City Party Committee has also approved a project to develop a plan to merge three provincial-level administrative units, including Ho Chi Minh City, Binh Duong and Ba Ria - Vung Ta to implement two tasks of arranging provincial-level administrative units and arranging commune-level administrative units.
Ensure that after the arrangement of Ho Chi Minh City as a centrally-governed city, promoting the potential and advantages of the three provinces and cities in terms of land area, population size, economic growth results, striving to be a new growth pole of the whole country and the Southeast Region in the coming time.
Ho Chi Minh City after the merger is 6,772 km2 wide, with a population of more than 13.7 million people. The total state budget revenue in 2024 of the 3 provinces and cities is 677,993 billion VND.
The number of cadres and civil servants is currently 22,878, and public employees is 132,110.
After merging with Binh Duong and Ba Ria - Vung Tau provinces, the new Ho Chi Minh City will have a total of 168 wards, communes and special zones.
Previously, Binh Duong province had developed a plan to reorganize from 91 units to 36; while Ba Ria - Vung Tau province reduced from 77 to 29 wards, communes and 1 special zone.

Concluding the conference, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen noted that the names of commune-level administrative units must ensure unity, synchronization, and suitability with tradition, culture, and history, especially choosing typical names that have been deeply imbued with the subconscious, thoughts, and feelings of the people of Saigon - Cho Lon - Gia Dinh - Ho Chi Minh City, and have been widely supported by the people.
The Party Committee of the Ho Chi Minh City People's Committee, the Party Committees of the City Party Agencies, the Organizing Committee of the Ho Chi Minh City Party Committee and relevant agencies proactively develop personnel plans for the commune level, select, restructure, and arrange cadres, civil servants, and public employees appropriately, with qualifications and capacity to meet modern leadership and governance requirements; complete the organization of the implementation of the arrangement and organization of commune-level administrative units before June 30.
Closely coordinate with Binh Duong and Ba Ria - Vung Tau provinces to implement the project to arrange and merge provincial-level administrative units after being approved by competent authorities, ensuring completion and putting them into operation before September 15.
Complete the Congress Documents and the personnel plan for the City Party Congress before September 30, 2025.
Actively and urgently prepare all aspects, complete the organization of the City Party Congress before October 31, 2025.
