General Secretary To Lam emphasized that innovation is the "gold stick" to achieve sustainable prosperity.
On the afternoon of April 16, the 4th Summit of the Partnership Forum for Green Growth and Global Goals 2030 (P4G) officially opened at the National Convention Center, Hanoi.
The atmosphere and light of the new era
Attending and delivering a policy message at the opening ceremony of the first multilateral summit in the field of green growth, green transformation and sustainable development hosted by Vietnam, General Secretary To Lam emphasized that Vietnam is focusing on promoting strategic solutions for national development, in which, first of all, promoting institutional reform is a breakthrough of breakthroughs.
Second, promoting the development of science and technology, innovation, and national digital transformation is a top priority breakthrough, a key driving force to rapidly develop modern productive forces, perfect production relations, and innovate national governance methods. In which, the General Secretary pointed out, "data on new resources is the air and light of the new era, a new means of production. Digital transformation is a tool to innovate production and business methods, innovate production forces, and innovate creativity as a "magic stick" to achieve sustainable prosperity".
Regarding green transformation, General Secretary To Lam affirmed: "We will strongly convert political commitments into practical actions, creating motivation for businesses and the whole society to participate in developing a green economy, in which green institutions are the decisive foundation, green technology is the breakthrough driving force and green human resources play a key role".
The General Secretary emphasized that Vietnam's development path cannot be separated from the general trend of the world and human civilization. Vietnam has a policy of placing itself in the flow of the world, smoothly combining national strength and the strength of the times, creating Vietnamese strength in the era of rising up.
The General Secretary believes that the fourth P4G Conference will create new motivations to promote cooperation between P4G and partners, between the Northern Hemisphere and the Southern Hemisphere, between the public-private sector to promote green transformation and sustainable development of green finance.
Expecting P4G to become an ideasome garden, an international laboratory for green growth
Attending and giving the opening speech at the conference, Politburo member and Prime Minister Pham Minh Chinh emphasized that it is necessary to ensure a comprehensive, global, and inclusive approach to the whole people, "leaving no one behind" in the green transformation process. According to the Prime Minister, a green economy needs green businesses, a green society needs green citizens, a green world needs green countries.
The Prime Minister said that science and technology, innovation, digital transformation play a key role; the market plays a leading role; social awareness plays a fundamental role in promoting green transformation.
The Prime Minister also emphasized the principles of equality, fairness, and responsibility in green transformation, noting that this is a process that "needs to be steadfast in goals but proactive, flexible in methods and roadmaps, taking into account different conditions and capabilities of countries".

The Prime Minister shared that for Vietnam, to promote the green transformation process, with people at the center, Vietnam has made 3 proposals:
First, promote the improvement of green thinking, focusing on developing science and technology, innovation, digital transformation associated with green growth, identifying green resources originating from green thinking, green growth drivers originating from green transformation, and green strength originating from green awareness of people and businesses in countries, regions and globally.
Second, building a responsible green community in which the Government plays an orientational and encouraging role in ensuring stable institutions and favorable conditions for green growth, the private sector is the core in technology investment, popularizing green standards, the scientific community is a pioneer in developing green technology and training green human resources. People are constantly raising their awareness of green and are truly the beneficiaries of the results of green transformation.
Third, promote international cooperation and strongly develop multi-party green cooperation models, especially public-private partnership, South-South cooperation, North-South cooperation, multilateral cooperation frameworks... to remove institutional barriers, enhance access and accelerate the shift of technology green capital flows and green governance.
Vietnam calls on P4G to continue to further promote its position, potential and strengths, truly becoming an ideasome garden, an international laboratory for sustainable development and green growth, where pilot projects are replicated, breakthrough technology initiatives are taken to the air, reaching far.
