General Secretary To Lam set a goal of striving for each citizen to have a health check-up at least once a year and gradually raising the average life expectancy of the citizen.
Aspiration for independence and freedom
On the afternoon of April 15, in Hanoi, General Secretary To Lam and leaders of the Party and State had a meeting with revolutionary veterans, meritorious people, and exemplary policy families on the occasion of the 50th Anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025).
Also attending the meeting were Politburo members: Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia; Secretary of the Party Central Committee, Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; General Phan Van Giang - Minister of National Defense; General Luong Tam Quang - Minister of Public Security; Secretary of the Hanoi Party Committee Bui Thi Minh Hoai. Also attending were leaders and former leaders of the Party and State.
Expressing his emotion at the meeting, General Secretary To Lam emphasized that over the past 50 years and these historic April days, we have reviewed the glorious and heroic tradition of the resistance war against the US to save the country, the talented leadership of the Party, the greatness of President Ho Chi Minh, the bravery, resilience, indomitableness, and great sacrifice of the entire nation for the goal of national river unification.
"No Langue can fully reflect the greatness of our nation. No word can fully express the great will and power of our people and country in the aspiration for Vietnam to be one, the Vietnamese people to be one" - General Secretary To Lam emphasized.
Strive for each citizen to have a health check-up at least once a year
Emphasizing the journey of nearly a century under the leadership of the Party, the General Secretary reviewed the great historical achievements that the country has achieved.
The size of the economy in 2024 has reached over 470 billion USD, ranking 34th in the world and in the top 20 economies in international trade. The country's position and prestige are increasingly spread, making positive contributions to solving regional and global problems.
General Secretary To Lam said that from the 2025-2026 school year, the State will exempt tuition fees for children from kindergarten to high school. Many social policies demonstrating the superiority of socialism will continue to be implemented and applied to improve the quality of daily life of the people, especially for workers, the elderly, the disadvantaged in society, and those with meritorious services to the country so that no one is left behind.

Emphasizing that health care programs for the people are also of interest to the Party and the Government, many subjects are supported with health insurance, the General Secretary set the goal of "strive to have each person have a health check-up at least once a year"; strive to increase the average life expectancy of people from 74.5 years old to 80 years old by 2045-2050.
All administrative procedures and issues related to people must be at the commune level
General Secretary To Lam also said that the 11th Central Conference that just ended on April 12 is considered a historic conference in the revolutionary journey of our country.
The Central Executive Committee highly agreed on the contents related to the arrangement of the apparatus of the political system, the arrangement of administrative units of local government organizations at 2 levels with a long-term vision, looking forward to at least 100 years, ensuring the formation and expansion of new space for economic, social and cultural development suitable for the development and integration of the country.
The General Secretary said that the new local government model has two levels, which are the provincial level (province and centrally run city) and the commune level (commune, ward and special zone under province and city).
The number of provincial-level administrative units after the merger is 34 provinces and cities, including 28 provinces and 6 centrally-run cities. Merging commune-level administrative units ensures a reduction of about 60-70% of the number of current commune-level administrative units and non-district-level organizations.
General Secretary To Lam stated that there is currently a project to build a two-level government, in which the provincial level manages general and special issues that must be decentralized to the commune level. All administrative procedures and issues related to people must be at the commune level. Decentralization to social issues and people's lives must be in the commune.
"People do not have to go to the provinces or the central government to resolve issues. If all of the people's problems are not resolved at the commune level, there will be no administrative level to resolve them. All administrative procedures must be at the commune level. Recently, many things have been reformed and the people agree and support" - the General Secretary said.
