General Secretary, President acts as Head of the Steering Committee for summarizing practice and researching amendments and supplements to the Party Charter

On behalf of the Politburo, General Secretary and President To Lam signed Decision No. 207-QD/TW dated July 22, 2026 establishing the Central Steering Committee for summarizing practice and researching amendments and supplements to the Party Charter.

Accordingly, the Politburo decided to establish the Central Steering Committee for summarizing practice and researching amendments and supplements to the Party Charter (Steering Committee). Comrade To Lam, General Secretary of the Party Central Committee, President of the Socialist Republic of Vietnam, is the Head of the Steering Committee.

The Deputy Head of the Steering Committee includes comrades: Tran Cam Tu, Member of the Politburo, Standing Secretary of the Secretariat, Deputy Head of the Committee; Nguyen Duy Ngoc, Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee, Standing Deputy Head of the Committee.

The Steering Committee members include 44 comrades.

The Standing Committee of the Steering Committee includes 13 comrades. Comrade To Lam, General Secretary of the Party Central Committee, President of the Socialist Republic of Vietnam, Head of the Steering Committee, Head of the Standing Department of the Steering Committee. Comrade Tran Cam Tu, Member of the Politburo, Standing Secretary of the Secretariat, Deputy Head of the Steering Committee, Deputy Head of the Standing Department of the Steering Committee.

The Steering Committee has the following tasks and powers: Directing the summarization of practice and researching the amendment and supplementation of the Party Charter; drafting the Party Charter (amended and supplemented), reporting to the Politburo, the 14th Party Central Committee to submit to the 15th National Party Congress for consideration and decision. Assigning tasks to members of the Steering Committee and promulgating the Working Regulations of the Steering Committee.

The Steering Committee works on a part-time basis. Members of the Steering Committee perform tasks according to the assignment of the Steering Committee and the Head of the Steering Committee. Helping the Steering Committee, there is an Editorial Team established by the Steering Committee.

According to the Decision, the Central Organization Committee is the Standing Agency of the Steering Committee. The Steering Committee is allowed to use the seal of the Party Central Committee and the seal of the Central Organization Committee to serve its work.

The Steering Committee self-dissolves after completing its tasks.
