Full text of the Vietnam - China Joint Statement

The Joint Statement between the Socialist Republic of Vietnam and the People's Republic of China on continuing to deepen the Comprehensive Strategic Cooperative Partnership, promoting the building of a community of sharing the future of Vietnam - China has strategic significance.

1. At the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam To Lam, President of the Socialist Republic of Vietnam Luong Cuong, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping paid a state visit to Vietnam from April 14 to 15, 2025.

2. The two sides agreed to resolutely promote the Vietnam - China friendship

The two sides believe that Vietnam and China are geographically adjacent, closely linked in culture, people's affection, similar regimes, mutual fates, good neighbors, good friends, good comrades, good partners, all of which are socialist countries led by the Communist Party, all striving for the people's happiness and the country to be strong, striving for the noble cause of peace and progress of humanity.

The two sides reviewed the development of the relationship between the two Parties and the two countries of Vietnam and China over the past 75 years since the establishment of diplomatic relations. Vietnam is the first country in Southeast Asia to establish diplomatic relations with the People's Republic of China, China is the first country in the world to recognize and establish diplomatic relations with the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. No matter how the world situation changes, the two sides always stand shoulder to shoulder in the fight for independence and national liberation, always study each other, together move forward to find a socialist path suitable to the situation of each country and modernize with the characteristics of each country. The Party, State and People of Vietnam always highly appreciate and appreciate the strong support and great help of the Party, State and People of China. Faced with changes in the world, changes of the times, changes in history, China emphasizes persistent in its friendship policy with Vietnam, always considering Vietnam as a priority direction in its neighborly diplomacy. Vietnam reaffirms that it always considers relations with China a consistent policy, an objective requirement and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification. This is a strategic choice for both sides.

3. The two sides reaffirmed the need to steadfastly support each other on the path to socialism in accordance with the situation of each country

The Chinese side warmly congratulated the 95th anniversary of the founding of the Communist Party of Vietnam and the 80th anniversary of the founding of the Socialist Republic of Vietnam; congratulated and highly appreciated the important achievements of Vietnam in nearly 40 years of renovation, nearly 15 years of implementing the "Courage to build the country in the transition period to socialism" (supplemented and developed in 2011), promoting high growth of Vietnam's economy, people's lives are significantly improved, deeply integrating into world politics, the global economy, human civilization, taking on many international responsibilities, promoting active roles at many international organizations and multilateral forums. 4. The two sides agreed to work together to increase strategic trust to a higher level

Further enhance exchanges and friendly cooperation between the National Assembly of Vietnam and the National People's Congress of China, the Government of Vietnam and the Government of China, the Vietnam Fatherland Front and the National Socialist Republic of China. The Vietnamese side affirmed its steadfast implementation of the "one China" policy, recognizing that there is only one China in the world, the Government of the People's Republic of China as the only legitimate government representing all of China, Taiwan as an inseparable part of the territory of China. Support the relationship between the two sides of the Strait to develop peacefully and a great cause of China's unification, resolutely opposing the act of dividing "Independent Taiwan" in any form, consistently supporting the principle of not interfering in the internal affairs of other countries. 5. The two sides reaffirmed the need to build a more substantial pillar of defense and security cooperation

The two sides agreed to increase high-level exchanges between law enforcement agencies of the two countries; promote the role of the mechanisms of the Ministers' conferences on crime prevention, the Deputy Ministers' strategic security dialogue, the Deputy Ministers' dialogue on political security; effectively implement cooperation in the fields of security, intelligence, and counter-terrorism, accelerate the establishment of a Hotline between the Ministers of Public Security of the two countries; coordinate the prevention of all types of cross-border crimes. Further deepen cooperation between the Ministry of Public Security of Vietnam and security and law enforcement agencies of China, strengthen cooperation in areas such as anti-terrorism, anti-competitive telecommunications fraud, cyber security, economic crimes, human trafficking, immigration management, and arrest of criminals fleeing abroad. Strengthen information exchange and share experiences on anti-intervention, anti-separation, prevention of the "color revolution" and " peaceful development" of hostile forces; expand cooperation between the Ministry of Public Security of Vietnam and the Ministry of Emergency Management and response of China. 6. The two sides agreed to consider China's development of new quality productive forces and Vietnam's development of new productive forces as an opportunity to build a more comprehensive and extensive cooperation structure.

Accelerate the development strategy between the two countries, effectively implement the Cooperation Plan connecting the "Two Corridors, One Ring Road" framework with the "Ring and Road" Initiative; prioritize accelerating infrastructure connections between the two countries on railways, highways, and border gate infrastructure.

The two sides will promote the role of the Joint Committee on Vietnam-China Railway Cooperation, effectively implement the Agreement between the Government of Vietnam and the Government of China on cooperation in implementing standard gauge railway projects connecting Vietnam - China, promoting standard gauge railway connections across the border between Vietnam and China. China is ready to work with Vietnam to research and implement cooperation in technology and human resource training. Strengthen cooperation on road construction techniques; highly appreciate the groundbreaking of the construction of a road bridge across the Red River in the Bat Xat (Vietnam) - Ba Sai (China) area, promote the construction of a transitional traffic project at the Thanh Thuy (Vietnam) - Thien Bao (China) international border gate. The two sides will continue to promote the mechanism role of the Vietnam - China Land Border Gate Management Cooperation Committee, accelerate the construction of smart border gates at border crossings, specialized routes for goods transportation in the area of landmark 1088/2 - 1089 and the landmark 119 - 1120 of Huu Nghi (Vietnam) - Huu Nghi Quan (China), consider expanding at other qualified border gates, including Mong Cai - Dong Hung border gate; upgrade "soft connection" to smart customs. Strengthen strategic connectivity between the two economies, connect regional development strategies between the two countries such as the Quang Dong - Hong Cong - Ma Cao Gulf Area, Truong Giang River Delta, and expand the Economic Corridor in the Two Corridors and One Ring Road area to Trung Khanh. The two sides agreed to promote the role of the "Rregional Comprehensive Economic Partnership Agreement" (RCEP) and the ASEAN - China Free Trade Agreement (ACFTA) to promote bilateral trade development in a balanced manner. Strengthen cooperation in handling environmental pollution, especially cooperation in handling air pollution in urban areas; strengthen cooperation in natural disaster prevention and mitigation, climate change response, water resources and meteorology, exchange of hydrological information during flood seasons, strengthen cooperation in general water resource management. Strive to make science and technology cooperation a new bright spot in cooperation between the two countries, research and implement cooperation in areas such as AI, semiconductors, nuclear energy, etc. Implement well the Agreement on Science and Technology Cooperation between Vietnam and China, continue to promote the role of the Joint Committee for Science and Technology Cooperation, deeply connect policies on science and technology and innovation, and conduct joint research on health, medicine, natural disaster prevention and reduction, clean energy, and green agriculture. Strengthen human cooperation in technology, promote cooperation in technology transfer and creative startups. Encourage projects to cooperate in research, technology development and human resource exchange between research agencies and enterprises of both sides. Strengthen cooperation in the fields of regulating legal management and nuclear safety standardization; research and implementing cooperation in developing nuclear power; continue to effectively implement the Cooperation Agreement on Intellectual Property between the two sides, consider implementing cooperation activities to study mutual protection capabilities on geographical indications. Continue to deploy exchanges and cooperation in the fields of healthcare, health care, infectious disease prevention, and traditional medicine.

7. The two sides need to work together to strengthen the social platform of the Vietnam - China Community of Shared Future

Vietnam supports the Chinese Cultural Center in Hanoi in implementing activities. China welcomes Vietnam to soon establish a Cultural Center in Beijing. 8. The two sides agreed to implement closer multilateral strategic coordination

The two sides affirmed that strengthening multilateral coordination and cooperation in line with the process of building a Community of Shared Future Vietnam - China has strategic significance. This year is the 80th anniversary of the founding of the United Nations. The two sides reaffirmed their determination to protect the international system with the United Nations as the core, international order as the foundation, adherence to the " five principles of living together in peace" and the basic standards of international relations with the motto and principles of the United Nations Charter as the foundation. Vietnam congratulates China on successfully organizing the 70th anniversary of the announcement of the " five principles of living together in peace". The two sides pay attention to measures to limit trade and investment, affirming the maintenance of an open, transparent, and inclusive multilateral trade institution, without discrimination against the World Trade Organization (WTO) as the core, the rule is the foundation, promoting the globalization of the economy to develop in an open, inclusive direction, bringing common benefits, balance, and mutual victory.

The two sides will jointly implement the " hairline cooperation initiative on the international economic and trade framework on the digital economy and green development"; promote the implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP) with high quality; actively welcome the application to join the Regional Comprehensive Economic Partnership Agreement (RCEP) of Hong Kong Special Administrative Region, China. Vietnam supports China in joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) on the basis of compliance with the standards and procedures of the Agreement. The two sides emphasized the importance of cooperation in combating cybercrime, welcomed the United Nations General Assembly's approval of the " United Nations Convention against Cybercrime", called on countries to actively sign and ratify the Convention, and promote the Convention to take effect soon. China supports Vietnam in organizing a Convention signing ceremony in Hanoi in 2025. Vietnam supports China in organizing the APEC Summit in 2026, China supports Vietnam in organizing the APEC Summit in 2027, and the two sides will increase exchanges and close coordination to ensure the success of these Summits.

The two sides emphasized the importance of maintaining peace and security in the Asia-Pacific region, and jointly promoting open regional cooperation. China supports ASEAN in building a united, unified, self-reliant and developing ASEAN Community, supporting ASEAN in maintaining its central role in the ever-changing structure of the Asia-Pacific region; ready to work with ASEAN countries to promote initiatives on building a "five common houses" of peace, security, prosperity, beauty and friendship; accelerate the signing and implementation of the ASEAN - China Free Trade Agreement 3.0 (ACFTA 3.0), strive to promote regional economic integration to a higher level. The two sides agreed to continue to coordinate to promote Mekong - Lan Trade (MLC), the Greater Mekong Subregion (GMS) to realize the vision of a more connected, prosperous, sustainable and inclusive Mekong Subregion, strive to promote the building of a Community of Shared Future between Mekong - Lan Trade Nations for peace and prosperity, organize the 5th Mekong - Lan Trade Summit and the 10th Mekong - Lan Trade Foreign Ministers' Conference in 2025. China supports Vietnam in taking on the role of co-chairing Mekong - Lan Tuong cooperation in the 2026 - 2027 period, and the two sides will closely coordinate and co-chair relevant conferences of the mechanism.

The two sides agreed that ensuring and protecting human rights is a common cause of all of humanity, and it is necessary to strive from the practical situation of each country, seek a way to develop human rights in accordance with the needs of the people; be ready to deploy exchanges and cooperation on human rights issues on the basis of equality and mutual respect, enhance international dialogue and cooperation in the field of human rights, jointly promote the cause of global human rights for healthy development, resolutely opposing " little politics", "toolism" and double standards on human rights issues, as well as taking advantage of human rights issues to intervene in the internal affairs of sovereign countries.

9. The two sides agreed to control and resolve the disagreement appropriately, maintaining the Vietnam - China Friendship Embassy

The two sides exchanged sincere and frank opinions on maritime issues, emphasizing the need for better control and active resolution of disagreements at sea, together maintaining peace and stability in the East Sea. The two sides agreed to comply with the important common perception between the two Parties and the two countries' senior leaders, persistently seeking to complicate the situation through friendly negotiations, actively seeking fundamental and long-term solutions that both sides can accept, in accordance with the "Agreement on Principles of Fundamentals guiding the settlement of issues at sea between Vietnam and China", international law, including the 1982 United Nations Convention on the Law of the Sea; not taking any actions to complicate the situation, expand disputes, and maintain stability at sea. Promote discussions on the demarcation of the sea area outside the Gulf of Tonkin and discuss cooperation in development at sea to soon achieve substantial progress; actively deploy cooperation in less sensitive areas at sea, strengthen cooperation in search and rescue at sea.

The two sides affirmed that they will continue to comprehensively and effectively implement the "Declaration of Conduct of Parties in the East Sea" (DOC), on the basis of a consensus on the basis of soon achieving an effective, substantive, and consistent "Golden Committee for Conduct in the East Sea" (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea.

The two sides agreed to promote the role of the mechanisms of the Joint Land Border Committee, the Vietnam - China Land Border Gate Management Cooperation Committee, continue to effectively implement 03 legal documents on the Vietnam - China land border and related agreements; strengthen border area management; actively promote the opening and upgrading of border gates. 10. The two sides agreed to effectively implement the cooperation documents signed during the visit

During the visit, the two sides signed cooperation documents in the fields of road and railway connectivity, testing, customs quarantine, agricultural trade, national defense, science and technology, culture, sports, education, people's rights, human resources, communication and local cooperation, etc.

11. The two sides agreed that the State visit to Vietnam by General Secretary and President of China Xi Jinping was a great success, an important milestone in the history of the relationship between the two Parties and the two countries, contributing significantly to promoting the traditional friendship between Vietnam and China, promoting the building of a Community of Shared Future Vietnam - China of strategic significance in the new situation, promoting peace, stability, prosperity and development in the region and the world. The two Parties and People of the two countries are truly happy with the results of the visit.
