Currently, localities are continuing to arrange public non-business units by specific sectors, fields and by management level.

Accordingly, the arrangement and reorganization of public non-business units (DVSNCL) in the direction of streamlining the apparatus, improving the effectiveness and efficiency of operations has been implemented by ministries, branches, and localities based on the Party's guidelines and orientations, and the State's laws, helping to reduce focal points, reduce intermediate levels, and reduce overlap in functions and tasks.

Therefore, after arrangement and reorganization, public service units have initially promoted their leading role in providing public services and improving the quality of public service services to serve the needs of people and businesses.

At the Central level, for ministries and sectors, continue to streamline public employees under ministries, under units directly under ministries and promote the implementation of autonomy according to the requirements of Resolution No. 19-NQ/TW.

After arranging and ensuring the apparatus to operate stably, smoothly, continuously, and effectively from March 1, 2025, VNUs under the Ministry and sector have basically been determined to have a level of autonomy with 323/782 financially autonomous units (group 1, group 2), corresponding to a ratio of 41.3%.

For localities, after the 2-level local government model went into stable operation from July 1, 2025, the organizational structure and tasks of PPPs after arrangement have many changes; at the same time, currently, localities are continuing to arrange PPPs according to the orientation in Resolution No. 105/NQ-CP by specific sectors, fields and by management level.

At the department level, arrange according to the direction of arranging the maximum number of CBs for each specific industry and field, ensuring the specific nature and promoting the implementation of autonomy;

At the commune level, arrange kindergartens, general schools, commune health stations and form multi-sectoral and multi-field public service providers, ensuring timely provision of basic and essential services in the area.

Accordingly, the implementation of financial autonomy for public non-business units of localities is continuing to be reviewed, built, and approved, in which the state ensures or supports basic and essential public service services for people, especially in remote, isolated, and difficult areas, ensuring social security, and promoting socialization of public service provision in places with conditions.
