Procedures for re-issuing citizen identification cards for people of Vietnamese origin who have not yet determined their nationality
Vietnamese people of Vietnamese origin who have not yet determined their nationality come to the commune-level police nationwide regardless of their place of residence to request a renewal of their identification card.
The Minister of Public Security signed and issued Decision No. 5230/QD-BCA-C06 on August 18, announcing new administrative procedures; amended and supplemented administrative procedures and abolished administrative procedures in the field of issuing and managing identification cards under the authority of the Ministry of Public Security.
Among the 10 newly issued administrative procedures, there are regulations on the issuance, exchange, and re-issuance of ID cards (implemented at the commune level).
In which, there are regulations on collecting, updating, and adjusting information of people of Vietnamese origin who have not yet determined their nationality into the National Population Database, ID Database and issuing, renewing, and re-issuing ID card certificates.
Below are procedures for re-issuing identification cards for people of Vietnamese origin who have not yet determined their nationality.
Step 1: Submit administrative procedure documents
Submit dossiers directly: Vietnamese people of Vietnamese origin who have not determined their nationality to the commune-level police nationwide regardless of place of residence requesting a re-issuance of identification card, providing information including full name, middle name and birth name, personal identification number, current residence for the recipient to check and compare information in the National Population Database.
Step 2: Resolve and return administrative procedure results
Officials collect and search for information about people of Vietnamese origin whose nationality has not been determined in the National Population Database to prepare dossiers for issuing and renewing identification cards.
In case the information of a person of Vietnamese origin whose nationality has not been determined does not change or adjust, the information of that person in the National Population Database shall be used to prepare a dossier for re-issuance of an identification card.
In case the information of a person of Vietnamese origin whose nationality has not been determined has changed or adjusted, it is requested that person carry out the procedure to adjust the information in the National Population Database before re-issuing an ID card.
In case a person of Vietnamese origin has not determined their nationality and does not meet the conditions for re-issuance of an ID card, they are refused to receive it and clearly state the reason, notifying about the resolution of ID card procedures.
Proceed to collect fingerprints, take face photos, and collect iris photos of Vietnamese people of unidentified nationality (no fingerprints, face photos, iris photos of people under 6 years old are collected).
Printing the ID card information receipt form; Application form for resolving ID card procedures (if any), transferring it to Vietnamese people of Vietnamese origin who have not been identified in nationality for inspection and signing confirmation;
Collect old ID card certificates, issue appointment slips to return results of ID card procedures for people of Vietnamese origin who have not yet determined their nationality.
Receive results directly at the commune-level police station or return them via postal service to the address as requested.
