Land recovery for nearly 110 households to build overpasses and save black spots of congestion in Hanoi
Hanoi - Nearly 110 households will have their land reclaimed and their site cleared to build overpasses at the black spot of traffic congestion in Ha Dong and Thanh Tri districts.
The Chu Van An Avenue project, also known as the Nguyen Xien - Xa La route connecting from Ring Road 3 to National Highway 1A, was approved by the Hanoi People's Committee under the BT form in April 2011.
The project was assigned to Bitexco Joint Stock Company as the investor and began implementation in 2014 with a length of 2.5km, a total investment of nearly 1,500 billion VND.
Chu Van An Avenue opened to traffic at the end of January 2020 (now Pham Tu Street) after 6 years of construction. It is worth mentioning that after 5 years of opening, the Pham Tu - Phan Trong Tue - Phuc La intersection overpass has not yet been completed due to problems with site clearance (GPMB) for 98 households in Tan Trieu commune, Thanh Tri district and 10 households in Kien Hung ward, Ha Dong district.
For many years, the Pham Tu - Phan Trong Tue - Phuc La intersection has become a black spot of congestion due to the long unfinished construction project.

According to the Thanh Tri District Land Fund Development Center (the unit assigned to the site clearance task), the total area of land recovered to implement the project is 50,910.1 m2, involving 198 households and individuals.
Up to now, the area of land acquisition that has not been filled is 23,712.5m2 of 119 households and organizations.
The reason is that most of the households involved in the project have had their entire land reclaimed, so before implementing the site clearance, the investor must prepare resettlement areas to compensate and support the households according to regulations. The number of households to be resettled is estimated at 80 households with a land area of about 8,000m2.
At the time of project implementation in 2017, after reviewing, the People's Committee of Tan Trieu commune determined that there was no land location in the commune that met the scale and was in accordance with the planning to build a resettlement area to serve the project.
After many meetings to consult with households, the District People's Committee agreed on the resettlement location of the project in Thanh Liet commune. After reporting and being approved by the Hanoi People's Committee, the District People's Committee has cleared the land and built technical infrastructure for the Chu Van An evacuation area.
In addition, regarding the determination of specific land prices for compensation, in July 2023, the District People's Committee issued a Decision approving land prices for project implementation. However, by 2025, after the city issued a new land price list, the District People's Committee had to hire a consulting unit to re-determine specific land prices, and so far there have been no results.

The biggest problem at present is that the minimum resettlement land quota has not been determined. Although the city has assigned the Department of Agriculture and Environment to urgently build and have instructions for the locality, it is still stuck and there are no instructions on this.
Meanwhile, the progress of the project's site clearance depends on determining the minimum resettlement land allocation for households subject to land clearance that meet the regulations and can be resettled by land.
Thanh Tri District People's Committee said that if the Department of Agriculture and Environment soon has instructions on the minimum quota for resettlement land, it is expected that in the second quarter of 2025, the site clearance will be completed to assign to enterprises to complete the Pham Tu - Phan Trong Tue intersection.
