Time to organize party congresses of communes, wards, special zones and all levels

The Politburo issued Directive 45-CT/TW (Directive 455) on party congresses at all levels towards the 14th National Congress of the Party.

Directive 45 stipulates the time to hold party congresses at all levels.

Accordingly, the grassroots party congress or congress of delegates must not exceed 2 days, to be completed before June 30, 2025. The Congress of the Party Committee at the grassroots level and the Party Committee of the commune, ward, and special zone shall not exceed 2 days, to be completed before August 31, 2025.

The Congress of the Party Committee directly under the Central Committee shall not exceed 4 days (for places holding two-term congresses, the time may be shorter), to be completed before October 31, 2025.

The time of the board meeting is included in the time of holding the congress, for the direct superior of the grassroots level or higher, it shall not exceed 1/2 day.

Also according to Directive 45, the time to organize the grassroots congress is: at the level directly above the grassroots level in the beginning of the third quarter of 2025; at the level directly under the Central Government in the third quarter of 2025.

The completion and addition of members and members of the Standing Committee of the Party Committee for the 2020-2025 term is implemented according to Conclusion No. 128-KL/TW dated March 7, 2025 of the Politburo on the policy of personnel work.

Directive No. 45 also clearly states the work of preparing congress documents and organizing discussions, personnel preparation and election of Party committees, structure, number of Party committee members, standing committee members and deputy secretaries of Party committees, personnel process for Party committees, election in congresses, structure, number of delegates and election of delegates to higher-level congresses; organization of implementation.
