Teachers' concerns when contract signing time is reduced

Sharing with Lao Dong Newspaper reporters, many teachers in Thanh Hoa province (signed labor contracts under Decree 111/2022/ND-CP dated December 30, 2022 of the Government) feel worried about the reduction of the contract signing period from 12 months to 9 months (by May 31, 2025, the contract will expire and the contract will not be signed for 3 summer months).
Ms. Nguyen Le Thuy (a teacher in Nhu Xuan district, Thanh Hoa province) said that she signed a teacher contract under Decree 111 from the beginning of 2024, with a contract term of 12 months. Throughout 2024, all work and payment regimes were well implemented, even for the 3 summer months, she received her salary and paid the full insurance regime.
By 2025, we received a notice from the school about adjusting the contract signing time, from 12 months like last year, down to just 9 months, and not signing 3 months of summer vacation.
Graduated in pedagogical major, struggling to do different jobs for many years, more than a year ago I was signed a teacher's contract. Think that you will have a stable job, work with peace of mind and contribute. When I received the above notice of contract reduction, I really felt very confused" - Ms. Thuy said.
Like Ms. Thuy, Ms. Le Hang Nga (a teacher at a school in Nhu Xuan district, Thanh Hoa province) expressed: she does not know if after the summer vacation, at the beginning of the new school year, she will still be able to sign a contract or not, because the signing depends on the recruiting agency, if the unit finds a shortage, they sign and let go.
It is known that in Thanh Hoa, there are currently many teachers whose contract terms have been reduced (not signing for 3 summer months). The reason is that, on December 31, 2024, the People's Committee of Thanh Hoa province decided to assign the number of contract workers working as teachers to receive funding support in public preschools and general education institutions according to Decree 111, implementation period from January 1, 2025 to May 31, 2025. Therefore, units and localities have adjusted the previously signed contract term for teachers to only end on May 31, 2025.
How will it be handled?
Speaking with Lao Dong, Mr. Dau Thanh Tung - Vice Chairman of Thanh Hoa Provincial People's Committee said that signing contracts for teachers in the past was a temporary step to solve the shortage of teachers in the area, in which the cases of signing contracts include those who have retired, have no jobs, and are not civil servants in any unit.
"These are cases of signing contracts during the school year, when there is a need for work, the units sign contracts with these cases to compensate for the shortage of teachers. In addition, the signing of the contract is also settled according to the fiscal year, so the fiscal year ends on December 31. After that, if we want to have funds to continue paying for semester II, we have to extend it to arrange funding" - Mr. Tung informed.
According to Mr. Tung, there is currently a " channel" between the two forms: the contract according to the fiscal year is 1 year (from the beginning of the year to the end of the year), while the actual contract with teachers is according to the school year (from September of the previous year to May of the following year).
"The principle is to sign a contract according to the school year, where the school year only includes regular school hours and is paid from the provincial budget. During the summer vacation, if schools need to take extra classes, they must ensure their own funding" - Vice Chairman of Thanh Hoa Provincial People's Committee informed.
The Vice Chairman of Thanh Hoa Provincial People's Committee added that the province is currently assigning the Department of Home Affairs and the Department of Education to synthesize the needs and proposals of localities in the province on the above issue. From there, based on the provisions of the law to have appropriate solutions and also to explain to teachers to understand more.
