Early submission to the Politburo of the private economic development project

On April 14, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Steering Committee for developing the Private Economic Development Project - chaired a meeting of the Government Standing Committee with the Steering Committee to continue giving opinions, completing one more step of the draft project to prepare for submission to the Politburo.

Concluding the meeting, the Prime Minister emphasized a number of key contents to complete the project and soon submit to the Politburo.

Accordingly, the Prime Minister pointed out that the development and completion of the project must continue to closely follow the resolutions and conclusions of the Central Committee, the Politburo, the articles and instructions of General Secretary To Lam, including the closing speech at the recent 11th Central Conference.

The project must respect practice, closely follow reality, come from practice, take practice as a measure; combine the theoretical basis and practical arguments, domestic experience and international lessons.

The project needs to be inherited, developed and breakthrough; private economic development needs to be placed in the overall innovation, development and breakthrough of the country, in implementing 3 strategic breakthroughs (in terms of institutions, infrastructure and human resources), in implementing the "four strategic ministries" (including breakthroughs in developing science, technology, innovation and national digital transformation; arranging and streamlining the organization of the political system; developing the private economic sector; international integration in the new situation).

According to the Prime Minister, it is necessary to clearly identify the position, role, importance, contribution as well as bottlenecks and bottlenecks that make the private economy not develop commensurate with different potentials, outstanding opportunities, competitive advantages; the relationship between the private economy and other economic sectors.

The requirements, goals and targets set for private economic development need to be more striving, creating pressure, motivation, inspiration and efforts and determination to implement; at the same time, there must be a closer connection between guiding ideology, viewpoints, motto, targets, goals and tasks and solutions.

The Prime Minister believes that solutions must remove bottlenecks and bottlenecks; identify internal resources as basic, strategic, long-term decisive, external resources as important and breakthrough; ensure equal access to the country's resources, ensure competitiveness.

The tasks and solutions for private economic development must be linked to economic restructuring, foreign investment restructuring, business restructuring, market restructuring, products and supply chains; creating conditions for private enterprises to grow strongly, mature, and cooperate with the FDI sector, especially in technology transfer.

The Prime Minister noted that the expression must be concise, simple but strategic, ensuring "6 clear": Clear people, clear work, clear time, clear products, clear responsibilities, clear authority; easy to listen to, easy to understand, easy to remember, easy to implement, easy to monitor, easy to evaluate.
