Phu Yen Department of Finance proposes support for travel costs for officials working far away after the merger
Phu Yen - The Department of Finance has proposed a level of living expenses support for about 1,300 cadres, civil servants and public employees working in Dak Lak after the two provinces merged.
According to Resolution No. 60-NQ/TW of the 13th Party Central Committee on the arrangement of provincial-level administrative units, Phu Yen province will be merged with Dak Lak province, commonly known as Dak Lak province, the political - administrative center is located in Buon Ma Thuot city (current Dak Lak province).
In response to the request to transfer cadres, civil servants and public employees (CBCCVC) to work in the new provincial center, the Department of Finance of Phu Yen province has proposed a plan to arrange working facilities, policies and cost support to ensure stable ideology and living conditions for the CBCCVC team.
It is expected that after the merger, the total number of employees who need to move from Tuy Hoa City (currently the center of Phu Yen Province) to Buon Ma Thuot City will be about 1,300 people, excluding the armed forces. However, the number of official vehicles in the province is not enough to serve this frequent travel demand.
To solve the immediate difficulties, the Phu Yen Department of Finance proposed a travel cost of 1.6 million VND/person/month. In case of not using common vehicles arranged by the province, civil servants and public employees will receive cash support. At the same time, for cadres who are not allocated public housing, the proposed accommodation support level is 3 million VND/person/month.
Currently, the Central Government has not issued specific regulations on support policies for civil servants and public employees after the arrangement and merger of provinces. Therefore, the Phu Yen Department of Finance proposed a policy to support living expenses for civil servants working in Dak Lak province at two levels.
The first level is to support about 50% of the accommodation allowance as prescribed in Circular No. 12/2025/TT-BTC dated March 19, 2025 of the Ministry of Finance (equivalent to about 3.3 million VND/person/month).
The second level is support equal to 30% of current salary plus leadership position allowance and seniority allowance exceeding the framework (if any), according to the guidance in Instruction No. 05-HD/BTCTW dated July 1, 2011 of the Central Organizing Committee.
The funding source for implementation is proposed from the local budget in 2025 and the central budget. The support period is expected to be applied in the first 3 years after the merger of the two provinces; then, depending on the ability to balance the budget, the province will adjust the support level accordingly.
