Planning sea encroachment to build Ly Son airport

According to Mr. Pham Viet Ha - Deputy Director of the Department of Construction of Quang Ngai province, the 1/2000 scale construction zoning plan for Ly Son urban area has an orientation to plan Ly Son airport with an area of over 161 hectares, including the area planned to build the airport and accompanying technical infrastructure, located in An Hai commune, Ly Son district. Of which, the area of land acquisition accounts for more than 127 hectares.

Planning land acquisition to create new land funds and expand space to invest in the construction of Ly Son airport is necessary. Due to the island's small area and high population density, to ensure the airport's technical specifications, ensure safety for aircraft when take-off/landing and build essential infrastructure to serve the airport, it is necessary to have a sea encroachment planning plan. This solution is in line with the provincial planning orientation and has been specifically identified in the General Planning and the approved Ly Son Urban Construction Zoning Plan.

According to Mr. Pham Viet Ha, the planning of Quang Ngai province for the period 2021-2030, with a vision to 2050 and the general planning for the construction of Dung Quat Economic Zone to 2045 have been approved by the Prime Minister, with the orientation of building an airport on Ly Son island as a dual-use airport, combining military airport and level 4C civil airport. The expected operating capacity is from 3 million to 3.5 million passengers/year, meeting the needs of operating aircraft such as A320, A321 and equivalent.

The development orientation is to build airport infrastructure and infrastructure systems, services associated with airports; develop logistics centers and road transport networks, train lines connecting airport stations with other functional areas on the island.

On February 9, 2025, Prime Minister Pham Minh Chinh had a working session with the Standing Committee of the Quang Ngai Provincial Party Committee. At the meeting, Quang Ngai province proposed that the Government have the highest mechanism and support for central budget capital for the province to invest in the construction of Ly Son airport under the BOT (build - operate - transfer) form.

Prime Minister Pham Minh Chinh agreed in principle, assigning the People's Committee of Quang Ngai province as the competent authority to study the investment policy for the construction of Ly Son airport in the direction of public-private cooperation. The Prime Minister noted that Quang Ngai province needs to carefully study the policy of building an airport, and during the implementation process, it is necessary to closely coordinate with the Ministry of National Defense to implement in the direction of dual-use airports.

The Prime Minister emphasized that Ly Son airport will serve tourism development, while ensuring security and defense. If Quang Ngai province meets the conditions and finds them beneficial, it should be implemented. In particular, special attention should be paid to the scale of the airport to ensure effective exploitation.

Ly Son is an island district of Quang Ngai province, 17 nautical miles from the mainland. The district has an area of about 10 km2, population of about 22,000 people. Each year, Ly Son Island welcomes over 200,000 visitors.
