The Government assigns the Ministry of Home Affairs to coordinate with the Central Organizing Committee and relevant agencies based on the population size, natural area, functions, tasks, and powers of local authorities at the commune level as a basis for developing and completing job positions to submit to competent authorities to assign the payroll of commune-level cadres, civil servants, and public employees to localities.

In the submission of the draft Law on Cadres and Civil Servants, the Ministry of Home Affairs proposed a budget for policy settlement for commune-level cadres and civil servants who do not meet the requirements of job positions in the state budget of about VND15,000 billion. This expenditure has been calculated and allocated in the budget for implementing the arrangement of administrative units at all levels.
