Prohibited things for officers and soldiers of the People's Public Security

Minister of Public Security Luong Tam Quang has signed and issued Circular 04/2025 amending Circular 34/2019 regulating the regulation of the internal regulations of the People's Public Security, Circular 35/2019 regulating the regulation of the People's Public Security team and Circular 36/2019 regulating the People's Public Security ceremony.

Accordingly, Circular 04/2025 amending and supplementing Article 43 stipulates the following prohibitions for officers and soldiers of the People's Public Security:

First, put your hand in a pants or shirt bag while on duty; wear dark glasses when directly handling work with others. In case of wearing dark glasses as prescribed by a doctor or to ensure the health of officers and soldiers, the Heads of units under the Ministry of Public Security, Directors of the Public Security of provinces and centrally run cities must agree.

Second, dyed other hair black; nails, toenails should be long, painted; graffitied with stones, and covered with a tarpaulin. Male officers and soldiers should have long hair covering their ears, covering their necks or cutting hair close to the scalp, except in cases of hoarseness; leaving beard and cutting on the chin, neck and on the face, except in cases of medical conditions as prescribed by a doctor; male officers and soldiers with holes and piercing; female officers and soldiers with holes and piercing in other locations than the place of ear infection.

In case of professional requirements, heads of units under the Ministry of Public Security, Directors of the Public Security of provinces and centrally run cities decide on the implementation of the contents specified in this clause by officers and soldiers.

Third, wearing People's Police uniforms to eat and drink at shops opened on the sidewalk against regulations; smoking while on duty, in offices, meeting rooms, halls and in places where smoking is prohibited.

Fourth, illegal gambling in any form; superstition, fortune-telling; using alcohol, beer and alcoholic substances before, during working hours, even at mid shift meals during working days, on duty; drinking alcohol, beer in drunken driving in any case, anytime, anywhere; violating legal regulations on drug use; driving a vehicle with alcohol concentration in the blood or breath; leaving a job ( paparazzi without reason).

Fifth, establish an altar, set up incense bowl, burn incense in halls, meeting rooms, living rooms, offices, warehouses, collective dining rooms, places for storing documents within the scope of the police unit's headquarters, except for organizing funerals, setting up an altar to President Ho Chi Minh, and burning incense during the Lunar New Year holidays according to State regulations, but must comply with the provisions of the law on fire prevention and fighting. The head of the unit is responsible for ensuring fire prevention and fighting safety at his unit.
