Vietnamese people working abroad can still buy voluntary social insurance to receive pensions

On the Ministry of Finance Information Portal, a reader sent a question: "I am Vietnamese (have a house in Vietnam) but am working and living abroad.
Currently I am 52 years old (female), I want to buy voluntary social insurance from Vietnam, is it possible?
What level of purchase is reasonable and what procedures are needed, can online applications be submitted or must they go directly to the insurance agency?
Regarding this content, Vietnam Social Security has responded.
According to the content of the question, you are eligible to participate in voluntary social insurance as stipulated in Clause 4, Article 2 of the Law on Social Insurance No. 41/2024/QH15.
The voluntary social insurance contribution level is 22% of the income used as a basis for voluntary social insurance contributions. The income used as a basis for voluntary social insurance contributions is specified in Clause 2, Article 31 of the 2024 Social Insurance Law as follows: The lowest level is equal to the poverty line of rural areas (currently 1,500,000 VND/person/month) and the highest level is 20 times the reference level at the time of contribution (currently 46,800,000 VND/month).
voluntary social insurance participants declare the Declaration form for registration and adjustment of social insurance and health insurance information (Form TK1-TS) accompanied by a copy of relevant documents (if any); submit it to the Organization for Supporting the Development of Subjects or the Social Insurance Agency.
Participants can register to participate in voluntary social insurance online through the Vietnam Social Security Public Service Portal or through the National Public Service Portal in the following steps:
Part 1: Registering to participate in voluntary social insurance through the Public Service Portal of Vietnam Social Security
Step 1: Access the Vietnam Social Insurance Public Service Portal at: https://dichvucong.baohiemxahoi.gov.vn.
Select the Login section; Select the login object as "Personal", enter the information: Account (social insurance number), password, test code, then select "Log in".
Step 2: Select the "Electronic Social Insurance Payment" function on the main interface.
Step 3: Select the function "Register to participate in voluntary social insurance contribution".
Step 4: The system will display an online form (Form TK1-TS). You proceed to fully and accurately declare personal information and select Payment method, Monthly income level as the basis for payment.
Personal information taken from personal electronic transaction registration information includes: Residential address information code verified from the National Population Database including: house number, street/hamlet; commune/ward; province/city.
Select the type of subjects participating in voluntary social insurance who are supported by the state with contribution levels: People from poor households, People from near-poor households, People from other subjects (not from poor or near-poor households).
Enter the amount of contribution and choose the method of contribution; Choose the place to receive and the form of receiving the social insurance book cover; Choose the unit or organization providing social insurance and health insurance collection services to mobilize consultation (if any).
Step 5: Re-check all information. Then, enter the authentication code and click Confirm to send the dossier to the social insurance agency.
Wait for the approval results and proceed to pay according to instructions (The system will check the information of participants, calculate the amount to be paid according to regulations and display it on the screen).
Part 2: Registering to participate in voluntary social insurance through the National Service Portal
Step 1: Log in to the National Public Service Portal:
Access the National Service Portal at: https://dichvucong.gov.vn, select Login.
Select the account type (for example: Select an account granted by the National DVC Portal), enter Login Name, Password, Authentication Code and select Log in.
Enter the OTP code sent via the registered phone number, then press Confirm.
Step 2: Select Online Public Services: Enter the search keyword (e.g., voluntary social insurance), press Search.
Step 3: Select online DVC "Register, re-register, adjust voluntary social insurance contributions; issue social insurance book";
Step 4: Select the Public Service List.
Step 5: Select Online Submission at DVC "Register to participate in voluntary social insurance contributions - For individuals" to direct the system to the Vietnam Social Insurance DVC Portal.
Step 6: To continue to register to participate in voluntary social insurance, participants continue from Step 3, Part 1.
