The latest cases of dissolution of villages and residential groups
From May 26, 2026, villages and residential groups may be dissolved in some cases according to Decree 185/2026/ND-CP; the Commune People's Council has the authority to decide on dissolution.
Decree 185/2026/ND-CP stipulates the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups.
According to Clause 4, Article 8 of Decree 185/2026/ND-CP, the dissolution of villages and residential groups is carried out in some necessary cases to suit management requirements and local practices.
Villages and residential groups may be dissolved when there are changes in geographical and terrain factors; when implementing the arrangement and reorganization of villages and residential groups or when implementing compensation and resettlement plans according to regulations.
Previously, the Decree also stipulated that the arrangement and reorganization of villages and residential groups was carried out for units that did not meet the criteria according to the provisions of law or to meet the requirements of management, socio-economic development, urbanization process, population distribution and organization of community activities.
The arrangement and reorganization must be considered on many factors such as geographical location, terrain, customs, habits, ethnicity, religion, population characteristics, socio-economic development level and aspirations of local people. At the same time, it is necessary to ensure requirements for national defense, security, social order and safety, create consensus among the people, facilitate people's lives and improve the management efficiency of grassroots governments.
Thus, from May 26, 2026, the dissolution of villages and residential groups will be carried out in necessary cases due to changes in geographical factors, terrain, due to the arrangement and reorganization of villages and residential groups, or due to the implementation of compensation and resettlement plans according to the provisions of Decree 185/2026/ND-CP.
