People with meritorious services may receive an 8% increase in allowances and subsidies from July 1st

The Ministry of Home Affairs is submitting to the Government a draft Decree stipulating the level of allowances, subsidies and preferential regimes for people with meritorious services to the revolution, replacing Decree No. 75/2021/ND-CP and related amended and supplemented documents.

According to the Ministry of Home Affairs, the development of the new Decree aims to institutionalize the Party's policy on continuing to improve the quality of preferential policies for people with meritorious services to the revolution.

Resolution No. 42-NQ/TW of the Central Executive Committee requests to continue to raise the standard level of allowances and preferential allowances in the direction of being the highest level in social policies, ensuring that people with meritorious services and families of people with meritorious services have a living standard from average to fairly good compared to the residential community where they reside.

In 2026, implementing the roadmap for salary reform, social insurance and preferential treatment for people with meritorious services, in Decree No. 161/2026/ND-CP stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces from July 1, 2026, the base salary is 2,530,000 VND/month (an increase of about 8%).

Accordingly, the level of preferential allowances for people with meritorious services to the revolution needs to be adjusted in a synchronous direction in the overall reform of salary policies, social insurance and preferential treatment for people with meritorious services.

The Ministry of Home Affairs proposes to implement adjustments to increase the standard of preferential allowances for people with meritorious services to the revolution from 2,789,000 VND to 3,012,000 VND (equivalent to an increase rate of 8%) from July 1, 2026.

In principle of adjustment, the level of enjoyment of allowances and preferential allowances for people with meritorious services to the revolution maintains the correlation between the current levels of enjoyment of allowances and preferential allowances for people with meritorious services compared to the standard level of preferential allowances for people with meritorious services to the revolution, accordingly, the level of enjoyment of allowances and preferential allowances for people with meritorious services according to the absolute amount is adjusted to increase equal to the rate of increasing the standard level of preferential allowances for people with meritorious services to the revolution by 8%.

The level of annual and one-time preferential allowance and the level of health recovery nursing allowance, continue to be linked to the standard level of preferential allowance for people with meritorious services to the revolution as currently regulated.

Regarding the time of enjoyment, the level of enjoyment of monthly, annual, and one-time preferential allowances and subsidies is implemented from July 1.
