On April 14, at the Party Central Committee Headquarters, General Secretary To Lam - Head of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Steering Committee) held the third meeting.

The meeting discussed and approved the Plan of the Steering Committee on the implementation of the arrangement and merger of provincial and commune-level administrative units and the construction of a two-level political system in the locality.

Concluding the meeting, General Secretary To Lam emphasized that the revolution of streamlining the apparatus of the political system has been taking place very urgently, resolutely, highly united throughout the Party and has received the consensus and support of the people. The results achieved in the past time show that the policies and decisions of the Central Executive Committee, the Politburo, and the Secretariat are very correct, very accurate, and in line with the Party and the people's wishes.

Regarding the tasks in the coming time, to implement the Resolution of the 11th Central Conference of the 13th tenure, the Steering Committee agreed to approve the plan with a specific group of tasks associated with responsibilities and completion time frames for each day, not just each week, each month.

The scope of work is very wide, the working groups are closely related to each other, the entire political system must uphold the sense of responsibility, coordinate and implement synchronously. Especially the working group on completing guiding documents for implementation, on amending the 2013 Constitution, on perfecting legal institutions and regulations, must take a step forward to create a solid legal corridor for implementation.

No vacant tasks, areas, and fields

The General Secretary requested agencies and units to urgently specify the contents of the plan to implement the Resolution of the 11th Central Conference according to their functions, tasks, and authority; resolutely implement the assigned work contents, ensuring completion on schedule according to the set plan.

Agencies, units, and organizations before, during and after the reorganization must ensure continuous, smooth, efficient, effective, and efficient operations, without interruption of work, without leaving vacant tasks, areas, and fields, without affecting the normal operations of agencies, units, and localities.

Agencies from the central to local levels must proactively coordinate closely, synchronously, consistently and smoothly in organizing the implementation of work to ensure progress, time, and on schedule.

The General Secretary requested localities to urgently complete draft documents of provincial-level party congresses, including provinces that have not yet merged. In particular, it is necessary to thoroughly grasp the spirit of building central documents, especially newly amended contents to review and update in provincial-level party documents.

The members of the Steering Committee, according to their assigned functions, tasks, fields and areas, focus on leading and directing agencies and units to effectively carry out assigned tasks, ensuring quality and progress; grasp the implementation situation at the grassroots level, especially the merger of communes, the arrangement of cadres after the merger at the provincial level, the organization of party congresses at the commune and provincial levels to direct, guide, promptly remove difficulties and problems that arise, ensure the organization is implemented in accordance with the Central's policies and orientations and is synchronous and unified nationwide.

The General Secretary assigned the Central Organizing Committee to preside over and coordinate with the systematic agencies to fully resolve, directives, conclusions, and guidance documents of the Central agencies into a common document to organize and unify implementation.

From April 16 to the end of October 2025, every week, Party organizations at the central and local levels report to the Steering Committee and the Central Organizing Committee on the progress of tasks; the Central Organizing Committee summarizes the implementation results nationwide, reports to the Politburo and the Secretariat at regular meetings for direction.

The Central Organizing Committee - The Standing Agency of the Steering Committee, regularly monitors, grasps the situation, and gives opinions when necessary in the process of implementing the steps to perform the tasks of Party committees at all levels, agencies, and units.
