Reasons for not classifying boarding doctors and specialties as equivalent to masters and doctors
The Ministry of Education and Training affirms that master's and doctoral training and inpatient training for CK I and II are two separate training systems that cannot be classified as equivalent.
At the meeting of the National Assembly Standing Committee, Minister Nguyen Kim Son affirmed the viewpoint: Master's and doctoral training is an academic level on the National training scale; training for I and II resident CK doctors is a training to enhance the capacity and professional skills very specifically in the health sector.
Previously, in the Government's report on receiving and explaining opinions related to the draft Law on Higher Education (amended), it was stated that a number of National Assembly deputies proposed adding training programs and recognizing degrees for training in specialties I, II and resident doctors, and at the same time recognizing training types as postgraduate training programs in the national education system.
In response to the opinions of National Assembly deputies, the draft law has been revised in the direction of: "Specialty training programs after university in the health sector for granting degrees of resident doctors and specialist doctors are managed by the Ministry of Health".
This regulation ensures the full institutionalization of Resolution No. 72, determining the responsibility of the Ministry of Health for the professional content, capacity standards and practical conditions of specialized training programs in the health sector.
However, to ensure the consistency of the national training level and education certificate system, the Government stated the viewpoint that "diploms of the boarding, specialist I, specialist II programs are not master's or doctoral degrees".
These are specialized degrees associated with specific medical professions, with the nature of professional capacity certification managed by the Ministry of Health.
The contents related to learning conditions, capacity standards, training programs, assessment and granting of specialized degrees will be specified in detail by the Ministry of Health in sub-law documents, ensuring feasibility, quality training, and suitability to the specific characteristics of the health sector.
This regulation also ensures a clear division of responsibilities between the Ministry of Education and Training and the Ministry of Health in managing health training.
Accordingly, the Ministry of Health is responsible for the professional content, capacity standards and practical conditions of specialized postgraduate training programs, while the Ministry of Education and Training implements unified management of the system of qualifications, university degrees, master's, doctoral degrees and quality standards in higher education.
