Information from the Ministry of Construction, this unit has just issued Decision No. 891/QD-BXD "announces amended, supplemented, and abolished administrative procedures in the field of roads under the state management functions of the Ministry of Construction".

Issuing Driving Training Licenses and Driving Practice Vehicle Licenses; re-issuing Driving Training Licenses when adjusting vehicle classes, training traffic and changing locations; Re-issuing Certificates of Training in Road Traffic Law Knowledge for specialized motorbike drivers when the issued training institution is no longer operating.

These amendments are amended according to the provisions of Decree No. 94/2026/ND-CP dated March 31, 2026 of the Government regulating driver training and testing activities; Resolution No. 24/2026/NQ-CP dated April 29, 2026 on cutting, decentralizing, and simplifying administrative procedures and business conditions in the fields of defense, internal affairs, finance, construction, diplomacy, justice, and banking; Circular No. 17/2026/TT-BXD dated April 29, 2026 of the Minister of Construction amending and supplementing a number of articles of Circular No. 14/2025/TT-BXD.

The 8th procedure for issuing Permits to circulate overloaded vehicles, oversized vehicles, tracked vehicles and vehicles transporting oversized and overweight goods on roads is amended and updated according to Circular No. 19/2026/TT-BXD dated May 8, 2026.

According to the Ministry of Construction, the highlight in the amended procedures is that the entire authority to resolve is decentralized to the Provincial Department of Construction, without authorization or decentralization to lower units. Organizations and individuals can submit dossiers directly, via postal services or online through the National Public Service Portal.

The settlement time is clearly defined according to each type of procedure. Accordingly, a new driver training license is issued for a maximum of 5 working days from the date of receipt of complete and valid dossiers, followed by another working day to issue a driving practice license.

Re-issuance of the Training License when adjusting vehicle class, traffic or training location, totaling a maximum of 3 working days from the date of receipt of complete dossiers as prescribed. Specifically, re-issuance of the Certificate of a driving practice teacher when information is lost, damaged or changed, the validity is only 1 working day from the date of receipt of complete dossiers.

The results of administrative procedure settlement are returned in electronic form with a value equivalent to a paper copy, through VNeID, the National Public Service Portal or the Provincial and Commune-level Information System.

In case individuals and organizations have a need to receive paper copies, they will still be met according to the requirements. This is a step in the digital transformation roadmap in resolving administrative procedures, in line with the general orientation of building a digital government.

In parallel with the amendment, Decision 891/QD-BXD also officially abolished 4 administrative procedures related to road traffic safety inspectors, including: approval of business establishments training inspectors; issuance of inspector certificates; re-issuance of inspector certificates; and re-issuance of inspector certificates.

The basis for abolition is Resolution No. 66.18/2026/NQ-CP dated May 18, 2026 of the Government on decentralization, reduction and simplification of administrative procedures and business conditions. The authority to implement these 4 abolished procedures previously belonged to the Provincial People's Committee.

According to the Ministry of Construction, the removal of this group of procedures is implemented at the request of the Government to promote reform, cut back on procedures that are no longer appropriate or cause unnecessary troubles for organizations and individuals.

Decision No. 891/QD-BXD takes effect from July 1, 2026.
