It is known that from now until the merger of provincial-level administrative units, there will be 4 sessions to resolve the severance pay regime.
Accordingly, the first phase will resolve the regime for subjects who quit their jobs on June 1, 2025.
Phase 2 will begin to resolve the regime for subjects affected by the arrangement of commune-level administrative units and implement the 2-level local government model of resignation at the time of July 1, 2025.
Round 3 will resolve the regime for subjects who quit their jobs on August 1, 2025.
Round 4 to resolve for subjects affected by the merger of provincial-level administrative units to quit their jobs on September 1, 2025.
Regarding time, before the 1st of each month, agencies and units must have a written proposal with a list, implementation budget and dossier for cases of resignation sent to the Department of Home Affairs and the Provincial Party Committee's Organization Committee.
Before the 15th of each month, the Department of Home Affairs and the Provincial Party Committee's Organization Committee shall send the Department of Finance for examination of funding for policy settlement.
Before the 22nd of each month, the Department of Finance shall issue a document on the appraisal of funding for implementing the regime and policies to the following units: Department of Home Affairs, Provincial Party Committee's Organization Committee.
Before the 25th of each month, the Department of Home Affairs shall submit to the Provincial People's Committee for decision to approve the list and funding for implementing policies for cadres, civil servants and employees according to regulations.

The evaluation content is expressed on a scale of 100. In which, part I (maximum 75 points) will evaluate based on the results of performing the task for the last 3 years of the individual according to the criteria of moral qualities, sense of responsibility, sense of discipline, and order in performing the task.
Criteria for evaluating professional and technical capacity; ability to meet requirements on progress, time, quality of performing tasks and public duties regularly and suddenly;
Criteria for evaluating results and work products associated with the functions and tasks of agencies, organizations and units.
Other criteria as prescribed by the Party and current laws for each year of assessment ensure comprehensiveness and multi-dimension for each individual that have been assessed and recognized by competent authorities.
The assessment results in this part I are from 70 points or more (allowed to stay at work); Below 70 points (reasonably considering staying at work or possibly having to quit).
For part II (maximum 25 points), the professional qualifications and training will be assessed; The health of individuals meeting the requirements of the task; The remaining working time of individuals is calculated as the date of retirement age according to the provisions of law.
