Record public investment capital and projects changing the face of the capital

At the thematic session on September 29, 2025, the Hanoi People's Council passed a Resolution to adjust the 2025 public investment plan and update and adjust the 2021-2025 5-year plan, to ensure timely disbursement, while creating new room for key infrastructure projects.

According to the adjustment plan, the total additional capital for the 2025 plan will reach VND4,798 billion, including VND3,798 billion from increased city-level budget revenue in 2024 and VND1,000 billion from bonuses exceeding the estimate of revenue divided between the central and local budgets in 2023.

The city also allocated an additional VND 350 billion for investment preparation tasks, including urban railway projects - a key area for developing large-volume public transport.

In the past 10 years, Hanoi has always had an economic growth rate higher than the increase in Gross Domestic Product (GDP) of the whole country. The economic model has changed positively, in which trade, services, and tourism have become key sectors. At the same time, the city is gradually approaching the world's modern economic models.

The report of Chairman of the Hanoi People's Committee Tran Sy Thanh at the Government Conference held last weekend showed that GRDP in the third quarter in the capital increased by 8.2%, raising the increase in the first 9 months to 7.92%, higher than the same period last year (6.33%) and improving steadily every quarter.

In particular, the service sector continues to play a leading role with an increase of 8.74%, accounting for 67.65% of the economic structure; industry - construction increased by 7.03%; agriculture increased by 3.89%.

One of the important highlights is that the State budget revenue reached 530.8 trillion VND, completing 103.3% of the estimate and increasing by nearly 40% over the same period, according to the report of Hanoi City in the first 9 months of the year.

More notably, domestic revenue accounts for 94.8% of total revenue, reflecting the solid production and consumption foundation of the capital's economy.

Hanoi's FDI capital flow Hanoi also recorded spectacular progress. In just 9 months, the city attracted 3.9 billion USD in FDI capital, 2.9 times higher than the same period in 2024.

International capital flows to Hanoi are not only because of its position as a political - administrative center but also because of a stable, transparent investment environment, improved administrative procedures and strongly upgraded infrastructure.

At the same time, nearly 25,000 newly established enterprises, an increase of 10.5% in quantity and 30.8% in registered capital, showed the private sector's confidence in the capital's economic prospects.

Economic expert Le Quoc Phuong - former Deputy Director of the Center for Industrial - Trade Information (Ministry of Industry and Trade) assessed that Hanoi has had the right direction in economic development, when taking trade, services, and tourism as spearheads.

The city's commercial sector has become a major economic sector, not only serving people's lives, but also ensuring supply for production and business, contributing to the economic growth of the capital.

Domestic trade infrastructure such as logistics centers, dry ports, commercial centers, supermarkets, markets, etc. are focused on development. Hanoi currently has a modern commercial system with about 30 shopping malls, 150 supermarkets, over 400 markets...

In recent years, Hanoi has basically completed key traffic projects in the inner city area, while speeding up the construction progress of belt routes, intersections and national highways. Those results have affirmed that Hanoi is truly an economic locomotive, a center of development momentum of the region and the whole country.

Starting construction of a series of key and strategic projects

In recent days, Hanoi has also become the focus of the whole country when simultaneously starting a series of large-scale infrastructure and urban projects, contributing to shaping the new face of the capital in the coming development period.

This is a testament to the strong political determination of the entire political system, aiming to turn Hanoi into a modern, civilized city, worthy of being the political, economic and cultural center of the country.

Among the key projects celebrating the Liberation of the Capital, it is noteworthy that the Hanoi People's Committee held a groundbreaking ceremony for the urban railway project (metro) No. 2 Nam Thang Long - Tran Hung Dao section with a total investment of more than VND35,600 billion.

Hanoi also started construction of Thuong Cat Bridge and Hanoi Opera House to improve infrastructure, connect areas, and contribute to changing the appearance and position of the capital in the new development stage.

Previously, Hanoi started construction and inaugurated a series of dynamic projects such as Van Phuc Bridge, Ngoc Hoi Bridge, Yen Xa Wastewater Treatment Plant, Hanoi Biotechnology Park.

In parallel, the city has implemented site clearance for national projects such as the North-South high-speed railway, the Lao Cai - Hanoi - Hai Phong route, or started the construction of a smart city. These are projects with a "backbone" nature, not only helping to expand urban development space, but also directly reducing traffic pressure and promoting regional linkages.

Speaking to Lao Dong Newspaper, Mr. Nguyen Van Phong - Standing Deputy Secretary of the Hanoi Party Committee - said that Hanoi must correctly select strong areas to create breakthroughs such as science - technology, innovation, digital transformation, cultural industry and tourism development.
