Prime Minister visits flooded scene in Hanoi at night, directly directs response work

On the evening of October 9, Prime Minister Pham Minh Chinh was present in Trung Gia commune (Hanoi) to inspect the flooding situation in the suburbs of Hanoi.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai accompanied the inspection team.

At the scene, the Prime Minister requested the Secretary of the Hanoi Party Committee to be ready to have a plan to evacuate people in case of emergency.

Accordingly, the Prime Minister requested Hanoi to prepare vehicles to move 30,000 people if there were incidents of dike breaches and overflows in the Cong River on the night of October 9.

"We must prepare vehicles to be ready to move 30,000 people, how many vehicles are gathered here must be very specific" - the Prime Minister directed.

The Prime Minister also requested that people be notified to be ready to relocate from the above area.

In case of relocation, the military force must be on duty immediately. The Prime Minister directed the army to mobilize 2 divisions to station in the Trung Gia area, ready to support the evacuation of people in case of emergency.

"We must prepare a place to go and a place to go for 30,000 people, in universities, schools, and cultural houses for people to live. Prepare a place to eat and a place to live for people" - the Prime Minister said.

In case of having to relocate people for a long time, the Prime Minister emphasized that the plan must be clearly calculated, not subjective.

In response to the Prime Minister, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that she would fully absorb the Prime Minister's opinions and would direct the implementation on the night of October 9.

In the afternoon of the same day, the water level of the Cau River at Luong Phuc station measured 9.99 m, 1.99 m higher than alert level 3. The rapid rise of water caused many roads in Trung Gia commune to be cut off, paralyzing traffic.

The section of National Highway 3 from Yamaha Company was flooded about 200 m, 1.5 m deep; the section of Xuan Son Cultural House was flooded 500 m, 1.2 m deep; the Minh Tri - Bac Son route to Do Tan, the Trien bridge section was flooded about 500 m, up to 1.5 m deep.

Preliminary statistics show that 3,799 households with more than 14,000 people in 15 villages in the commune are isolated in the water. Civil defense forces have been urgently mobilized, organizing rescue teams to evacuate people from deeply flooded areas, and at the same time transferring food, drinking water and necessities to isolated residential areas.
