There is no reason to cause trouble and congestion for businesses
The Prime Minister emphasized that when businesses spend money on business, creating jobs and livelihoods for people, there is no reason to cause them trouble or congestion.
On April 18, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired the 2nd thematic Government meeting on law in April 2025, discussing many important contents to prepare for submission to the National Assembly.
Regarding the draft Law amending and supplementing a number of articles of the Law on Planning, the Prime Minister emphasized the spirit of planning must be proactive, exploiting the maximum different potentials, outstanding opportunities, competitive advantages of the country, the region, the locality, promoting the strength and resonate resources.
In planning, we must look far, look wide, think deeply, and do big things; the Central Government develops national plans, related plans connecting regions and countries; ministries and branches develop sectoral plans; provincial levels make provincial planning. The planning appraisal needs to personalize responsibilities.
Regarding the draft Law amending and supplementing a number of articles of the Law on Enterprises, the Prime Minister emphasized the spirit of not arising new procedures, must cut at least 30% of procedures and time and compliance costs.
Ensure freedom of conduct, create opportunities and conditions for people and businesses to invest capital in production and business, protect their legitimate rights, interests and legality, reduce pre-inspections, strengthen post-inspections, liberate production capacity, and promote all resources of the country.

Regarding the draft Law on the State Budget (amended), the Prime Minister said that it is necessary to review and design policies with stronger innovation, revolution, and further breakthroughs; and to nurture revenue sources.
Reducing the proportion of regular expenditures, absolutely increase development investment expenditures; manage and control public debt, budget deficits to ensure efficiency and debt repayment capacity; increase reserve budget in the current context when the situation changes very quickly.
Further decentralization and delegation of authority, further strengthening the supervisory role of the National Assembly and the proactiveness of the National Assembly Standing Committee, the Government, ministries, branches and localities; proposing to increase the capital scale of important national projects that must be reported to the National Assembly to suit the scale of the economy.
Regarding the draft Law amending and supplementing a number of articles of the Law on Bidding, the Law on Investment under the public-private partnership method, the Law on Customs, the Law on Export Tax, Import Tax, the Law on Investment, the Law on Public Investment, the Law on Management and Use of Public Assets, the Prime Minister emphasized the need to amend a number of contents related to the above laws to suit the arrangement of local governments at 2 levels; handle problems and urgent issues to serve growth promotion.
Regarding some specific contents in a draft law amending many of these laws, the Prime Minister directed research on regulations in the direction of bidding or appointing bids to achieve the project completion target, ensuring timeliness, quality, and no overcharging; expanding the application of public-private cooperation with projects in all fields.
Clearly distinguish between different standards and criteria between investors and contractors in projects (for investors, it is necessary to emphasize capital requirements, for contractors, it is necessary to emphasize capacity and experience requirements); strictly handle cases of tax evasion.
