The State Treasury is restructured strongly, nearly 1,000 people retire according to Decree 178
Nearly 1,000 civil servants and employees at the State Treasury have retired early according to Decree 178, paving the way for the next generation.
Synchronously deploy the national two-level treasury model
Implementing the policies of the Party, State and Government, under the direction of the Ministry of Finance, since March 2025, the State Treasury (KBNN) has strongly implemented the arrangement of the apparatus and operation of the two-level KBNN model nationwide. This is a major shift in the system's organizational reform process, towards building a streamlined, professional, effective and efficient apparatus.
According to the new model, the system is organized into 20 regional KBNN and no more than 350 transaction offices. The reorganization of the system is carried out synchronously with the allocation of human resources in an elite and in-depth direction. Along with that, the State Bank urgently reviews and updates professional processes, administrative reform and online public services to ensure that the conversion process does not affect professional activities, serving people and businesses.
Nearly 1,000 civil servants retire at will
On the basis of implementing Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government on policies and regimes for cadres, civil servants, public employees and workers in the process of restructuring the apparatus of the political system, the KBNN issued Official Letter No. 766/KBNN-TCCB dated February 17, 2025 on implementing the policy on early retirement and resignation at will.
The entire system quickly developed a plan and process for policy settlement, appraisal of documents and allocation of implementation costs. In March and April 2025 alone, the Director of the State Bank signed a decision to resolve the early retirement regime for nearly 1,000 civil servants and employees wishing to retire from January 1 and April 1, 2025.
At the units, the implementation of policies is carried out urgently, seriously and humanely. At the Central State Capital Agency, a decision-making ceremony was held for 21 civil servants and employees who retired early. The KBNN of Region I awarded the decision to 17 people and the KBNN of Region XV awarded it to 14 people.
Recognizing the feelings and expectations of the next generation
The process of restructuring and streamlining the apparatus is a time of emotional transition for civil servants and workers who have been with the industry for many years. Recordings at the units show that the sense of responsibility and affection of the retired team always go hand in hand with the belief in the future of the system.
At the KBNN Office, Ms. Tran Kim Anh - Chief specialist of the Department of International Cooperation (now merged into the KBNN Office) - is one of the long-time staff members who retired according to Decree 178. With more than 34 years of working in the state budget and more than 30 years of working in the Treasury industry, she expressed: "I am always proud to have contributed my small efforts for more than 30 years and witnessed the formation and development of the KBNN system through the ages".
Ms. Kim Anh also believes that retirement at this time is an opportunity to transfer to the younger generation - those who still have great potential and aspiration for innovation - contributing to creating a dynamic and modern KBNN system in the new era.
At KBNN Region I, Ms. Le Thi Lan Anh - Deputy Head of Professional Department 3 - could not hide her emotions on the day of receiving the decision. She thanked the Board of Directors and the collective of civil servants of the State Bank for always trusting and supporting her to have a complete work journey. I will always maintain the spirit of solidarity and the qualities of KBNN staff and continue to monitor each new step of the industrys development. After the holiday, I still want to continue to contribute to my family and the locality, contributing to building my hometown to become more and more beautiful," she shared.
