Receiving and transferring civil servants to inspection work of 12 Ministry inspectors
Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 755/QD-TTg promulgating the Plan to implement the Conclusion of the Politburo and the Secretariat on the Project to reorganize the inspection agency system to be streamlined, compact, strong, efficient, effective and efficient (project).
According to the decision, the tasks and responsibilities of the Government Inspectorate, ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities and relevant agencies and organizations in implementing the project are determined.
At the same time, review, amend, supplement and perfect laws related to inspection organization and activities. In particular, developing and submitting to competent authorities to issue documents on inspection organization and activities:
Submit to the Government to issue a Decree stipulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to shortened order and procedures; advise the Government to submit to the National Assembly a draft Law on Inspection (amended) according to shortened order and procedures.
Issue regulations on the functions, tasks, powers, and organizational structure of the Provincial and centrally-run City Inspectorates. Complete in sync with the implementation of the policy of arranging provincial-level administrative units.
Review, amend, supplement and complete legal documents related to inspection organization, activities, and inspection activities in sectors and fields.
According to the plan, the organization and personnel of the Government Inspectorate will be arranged on the basis of ending the activities of 12 Ministries Inspectorates and 5 department-level units of the Government Inspectorate; merging the School of Inspection Officials and the Institute of Strategy and Inspection Science.
Implement the reception and transfer of civil servants to inspection work of 12 Ministry inspectors in accordance with the requirements and tasks of the Government Inspectorate's departments, branches and units.
At the same time, arrange and assign civil servants to departments, branches and units under the Government Inspectorate according to the new organizational model; carry out the handover and receipt of party member and civil servant records and other related contents; implement the regime and policies for civil servants in the process of arrangement according to regulations.
Arrange the organization and personnel of the Provincial and centrally run city Inspectorates (Provincial Inspectorates) on the basis of ending the activities of the District Inspectorate and Department Inspectorate to reorganize into organizations under the Provincial Inspectorate.
Arrange and assign headquarters and facilities to inspection agencies
According to the plan, the headquarters and facilities for the Government Inspectorate will be arranged according to the principle of maximum use of the existing headquarters and facilities of the Government Inspectorate, and the headquarters of redundant state agencies will be arranged according to the arrangement according to Resolution No. 18-NQ/TW of the 6th Conference of the 12th Party Central Committee to ensure savings, efficiency, and avoid waste.
In case the headquarters of redundant state agencies after the arrangement according to Resolution No. 18-NQ/TW cannot be arranged immediately, it is allowed to rent a working headquarters to ensure continuous and uninterrupted operations. The rental of offices must comply with the provisions of law.
For the Provincial Inspectorate: Arrange and assign headquarters and facilities to the Provincial Inspectorate, ensuring continuous and uninterrupted implementation of tasks.
