Detailed age limit for calculating policies and subsidies for military officers

Circular No. 19/2025/TT-BQP of the Ministry of National Defense guides the implementation of policies and regimes for subjects under the management of the Ministry of National Defense in implementing the organizational arrangement of the apparatus.
According to Article 5, how to determine the time and age limit to calculate the regime and policy is guided as follows:
1. The number of months of early retirement to calculate the one-time pension allowance for early retirement is the number of months calculated from the month of month of monthly pension according to the decision of the competent authority compared to the age limit in Point a, Point b, Clause 5 of this Article; not exceeding 60 months.
2. The number of years of early retirement to calculate the allowance for the number of years of early retirement is the number of years calculated from the month of monthly pension according to the decision of the competent authority compared to the age limit in Point a, Point b, Clause 5 of this Article; if there are odd months, it will be rounded up according to the principle: From 1 month to 6 months is counted as 0.5 years; from over 6 months to under 12 months is counted as 1 year.
3. The time to calculate the allowance for demobilization and severance pay for guidance at Point a, Clause 1, Article 10, Point a, Clause 1, Article 11 and Point a, Clause 1, Article 12 of this Circular shall comply with the provisions of Clause 2, Article 5 of Decree No. 178/2024/ND-CP; not exceeding 60 months.
4. The time to calculate the allowance based on the number of years of work with compulsory social insurance (SI) is guided in Point b, Point c, Clause 1, Point b, Point c, Clause 2, Article 6; Point b, Clause 1, Article 10, Point b, Clause 1, Article 11, Point b, Clause 1, Article 12 of this Circular according to the provisions of Clause 3, Article 5 of Decree No. 178/2024/ND-CP.

5. How to determine the highest service age limit or retirement age for subjects to calculate early retirement policies and regimes:
Highest service age limit:
For officers: Lieutenant 50; Major 52, Lieutenant Colonel 54; Lieutenant Colonel 56; Colonel 58; General 60.
For professional soldiers: The age limit for Lieutenant for men and women is 52 years old; Major and Lieutenant Colonel for professional soldiers for men and women is 54 years old; Senior Colonel for professional soldiers for men is 56 years old, female is 55 years old.
For defense workers and defense officials: male is 60 years old, female is 55 years old.
Retirement age:
For defense civil servants; contract workers receiving salaries from the State budget; civil servants; public employees shall comply with the provisions of the Social Insurance Law No. 41/2024/QH15; Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP dated November 18, 2020 of the Government regulating the retirement age.
For those working in key organizations under the Government backlog Committee, the provisions of Clause 1, Article 27 of the Law on backlog No. 05/2011/QH13; Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP shall apply.
Military rank to determine the highest age limit for officers and professional soldiers:
The military rank to determine the highest age limit is the military rank of officers and professional soldiers stated in the retirement decision (retirement preparation) of the competent authority.
How to determine the age of cases of early retirement:
Age to determine cases of early retirement compared to the highest service age or retirement age according to the instructions in Point a, Point b of this Clause is calculated from the month of birth to the month immediately preceding the month before receiving the monthly pension.
