Certifying signatures at home helps the elderly and the sick

Officials come to the house, people are less worried
One morning in early January, the small house of Mr. Le Van Tam (born in 20, in the area of 23) became bustling when leaders and staff of the Soc Trang Ward Public Administration Service Center (Center), Can Tho City came to the place to support the certification of authorization documents to receive social protection money. At the age of over 90. with poor health, traveling is almost impossible for Mr. Tam. With these difficulties, his relatives have registered for support under the home signature certification model. The procedures are quick and in order.
"I am old and have difficulty traveling. I am very happy and assured that the staff will come to my house to make paperwork," Mr. Tam emotionally shared.

Mr. Tran Ly Thong (born in 1968, Xa Lan area) is also one of the people supported under this model. After more than a year of stroke, Mr. Thong's health has declined, his legs are weak, and he has difficulty walking. Mr. Thong's children work far away, and his wife does not know how to drive a motorbike, so going to the administrative office by herself is almost impossible.
"My legs are weak, I have to sit for 15-20 minutes to dare to continue. I find it very convenient for ward officials to come to my house to make paperwork. No need to go anywhere, less hardship, I thank you very much", Mr. Thong said.

Similarly, Mr. Phan Hong Quang (born in 1941, area 23) is old, in poor health, while his house is about 5km from the Center. The couple both made a power of attorney for their child to receive social protection money. "When officials come to the house to complete the procedures, everything is quick and convenient for the elderly," Mr. Quang expressed.
No one is left behind
According to Ms. Lam Thi My Nhien, Deputy Director of the Soc Trang Ward Public Administration Service Center (Can Tho City), the model of Home signature Certificate is deployed to create the most favorable conditions for vulnerable groups.
"Since many elderly people, people with disabilities, people with underlying medical conditions or households far from the center have difficulty traveling, the Center has advised the Ward People's Committee to issue a plan to implement the signature Certificate model at home. Thereby coordinating with professional departments and local People's Committees to go to the houses to support people, leaving no one behind in accessing administrative services", Ms. Nhien said.
Ms. Nhien informed that according to statistics, since implementing the model (from January 1 to 7, 2025), the Center has received and handled about 13 cases of home signature certification, mainly authorization to receive social protection money and some other necessary civil documents.
"We aim for an administrative system that serves, is close to the people, close to the people, bringing administrative services to people's homes. Thereby helping people reduce travel time and costs, while strengthening people's trust in local governments," Ms. Nhien emphasized.

Ms. Nhien said that the model is applied to disadvantaged or those who have difficulty traveling such as the elderly, single people; people with confirmed disabilities; people with serious illnesses, undergoing treatment; poor and near-poor households living far from the ward People's Committee headquarters, lacking means of transportation.
Support period is from Monday to Saturday according to people's needs; in cases outside of working hours, registration must be made in advance to arrange the schedule. The certification is carried out at a residential house, place of residence or other suitable location in Soc Trang ward, ensuring compliance with regulations. The results are returned at the Public Administration Service Center or via the public postal service.
Since the organization of the 2-level local government, the People's Committee of Soc Trang Ward (Can Tho City) has implemented many models of administrative procedure reform, such as: Saturday for the People, Online birth registration for children at Soc Trang Obstetrics and Pediatrics Hospital, building a Zalo OA channel to provide information on the steps to carry out administrative procedures for people.
