finalizing the progress of a series of large thermal power and hydropower plant projects
The Deputy Prime Minister directed a number of power source projects, including the Nhon Trach 3 and Nhon Trach 4 thermal power plants, and the expansion of Hoa Binh hydropower plant.
On April 16, the Government Office announced that it had just issued Notice No. 181/TB-VPCP on the conclusion of Central Party Committee member and Deputy Prime Minister Bui Thanh Son at the fourth meeting of the State Steering Committee for important national and key energy programs, projects and works.
In the announcement, the Deputy Prime Minister requested ministries, branches and localities to focus on resolving difficulties, speeding up the progress of key energy projects to ensure energy security and socio-economic development of the country.
The Ministry of Industry and Trade reviews and urgently issues a missing power generation price framework according to regulations, suitable and effective for types of power sources, so that investors have a basis to calculate and develop investment plans.
Regarding the Nhon Trach 3 and Nhon Trach 4 thermal power plant projects, the Deputy Prime Minister requested the People's Committee of Dong Nai province to direct the People's Committees of districts to urgently complete procedures, speed up compensation and site clearance for synchronous grid projects, and release capacity of thermal power plants.
Hand over the entire site to the investor in April 2025 for implementation of construction, ensuring the ability to release the capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plants when they are in commercial operation.
Regarding the annual contract electricity output of Nhon Trach 3 and Nhon Trach 4 thermal power plants, the Ministry of Industry and Trade directed the Vietnam Electricity Group and the Vietnam National Industry - Energy Group to continue to coordinate in negotiating, agreeing, and ensuring the operation of Nhon Trach 3 thermal power plant in July 2025, and Nhon Trach 4 thermal power plant in October 2025.
Regarding the Quang Trach 1 and Quang Trach 2 thermal power plant projects, the Deputy Prime Minister assigned the People's Committee of Quang Binh province to direct the People's Committee of Quang Trach district and relevant departments and branches to urgently and thoroughly handle difficulties and problems in compensation and site clearance.
Timely hand over the entire site to the investor and contractors/construction units to implement the construction, ensuring the connection of the No. 1 Group to the grid on September 2, 2025 in accordance with the direction of the Prime Minister.
Regarding the expansion of the Hoa Binh hydropower plant project, the Ministries of Agriculture and Environment, Industry and Trade and the Vietnam Electricity Group directed units to mobilize human resources and construction equipment to meet the completion schedule for the dismantling of the embankment, ensuring absolute safety at the construction site, safety for the existing plant and minimizing the impact on downstream.
Ensuring stable and safe power supply for the power system, not leaving power shortages in any situation, putting the project's Plant No. 1 into operation in September 2025, Plant 2 into operation in December 2025.
Regarding the Tri An hydropower plant expansion project, ensure the plant's progress in the second quarter of 2025; ensure the completion of the bridge abutments and piers of the Hieu Liem bridge project before the flood season in 2025. Strive to complete the project 3 to 6 months earlier.
For power source projects expected to be completed and operated in 2026-2030, including projects under construction (Quang Trach I, Long Phu I, Hiep Phuoc phase 1 ...), speed up the project progress, commit to a specific operation time, strive to complete and put into operation 1-2 years earlier than planned.
