Choose topical issues that emerge in practice to explain

The National Assembly Standing Committee (NASC) has issued a Resolution detailing and guiding the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils on the supervision activities of the National Assembly.

The Resolution clearly states that the explanation issue is selected according to one of the criteria. These are issues assigned by the National Assembly and the National Assembly Standing Committee; issues with signs of violating legal regulations or having many limitations and weaknesses that are slow to be overcome;

Or issues that are topical, urgent, and emerge in the practice of social life; issues that have been of interest to many National Assembly deputies (NAs), members of the Ethnic Council, National Assembly Committees, public opinion, voters and people; new issues that have no implementation solutions, requiring timely clarification and resolution to ensure the interests of the State, the legitimate rights and interests of organizations and individuals;

The issue has been raised in resolutions, conclusions, and supervision recommendations of the National Assembly, the Standing Committee of the National Assembly, the Ethnic Council, and the National Assembly's Committees but has not been implemented or has not been implemented effectively, not meeting the requirements.

The Resolution also stipulates that the person requested to explain is selected in accordance with the explanation problem.

Based on regulations, the Standing Committee of the Ethnic Council and the Standing Committee of the National Assembly decide on the organization of explanations, explanations, those requested to explain, those participating in explanations and the plan to organize explanation sessions.

No later than 10 days before the date of the explanation session, the Standing Committee of the Ethnic Council and the Standing Committee of the National Assembly shall issue a plan to organize the explanation session, send it to members of the Ethnic Council, the National Assembly's Committee, the person requested to explain, the person participating in the explanation and relevant agencies, organizations and individuals.

The plan must clearly state the purpose, requirements, explanation issues, scope, the person being asked to explain, the participants to explain, time, location of the explanation session, the level of publicity of the explanation session and other related contents.

In case the person being asked to explain cannot directly attend the explanation session, the person being asked to explain must send a document stating the reason and send his/her deputy to attend and respond on behalf of the Standing Committee of the Ethnic Council and the Standing Committee of the National Assembly.

In case the explanation issue is related to the area under the responsibility of the Ethnic Council, other Committees of the National Assembly, the Standing Committee of the Ethnic Council, the Standing Committee of the National Assembly Committee shall preside over the organization of an explanation session to collect opinions from the Standing Committee of the Ethnic Council, the Standing Committee of the National Assembly Committee shall issue a plan to organize an explanation session.

If necessary, the Standing Committee of the Ethnic Council and the Standing Committee of the National Assembly can coordinate to organize an explanation session.
