The Government plans the number of staff at the commune level
The Government said that in the immediate future, the number of cadres, civil servants, and public employees at the district level and cadres and public employees at the commune level will be kept unchanged for the new commune.
Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 759/QD-TTg approving the Project on rearranging and reorganizing administrative units at all levels and building a model of organizing local government at 2 levels (project).
Regarding the staffing of commune-level cadres, civil servants and public employees, the project clearly states that due to the larger scale of commune-level administrative units than at present and the increased tasks and powers of local authorities at the commune level (implementing all tasks and powers of local authorities at the district and commune levels today).
Accordingly, the Government plans to pay staff to commune-level cadres, civil servants and public employees according to the following orientation:
In the immediate future, keep the number of cadres, civil servants, and public employees at the district level and the current cadres and civil servants at the commune level before the arrangement to be arranged for the new commune-level administrative units (after the arrangement).
Implement the review and streamlining of staff in conjunction with restructuring and improving the quality of the team of commune-level cadres, civil servants and public employees to meet the requirements of the tasks, ensuring a period of 5 years basically in accordance with regulations.
The Government assigns the Ministry of Home Affairs to coordinate with the Central Organizing Committee and relevant agencies based on the population size, natural area, functions, tasks, and powers of local authorities at the commune level as a basis for developing and completing job positions to submit to competent authorities to assign the payroll of commune-level cadres, civil servants, and public employees to localities.
End the use of non-professional workers at the commune level; assign local authorities to consider and arrange non-professional workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups.
At the same time, implement a policy of resignation for part-time workers at the commune level without being assigned work according to regulations.
Based on the population size, natural area, and socio-economic development level of commune-level administrative units, the Government aims to assign the total number of local government positions at the commune level to localities (expected to average about 32 positions/commune level).
On that basis, the local government at the provincial level is assigned to decide on the number of staff for each commune-level administrative unit in the area to suit practical requirements.
