The Government discusses the arrangement of cadres and civil servants when merging administrative units

On the afternoon of April 14, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW (Steering Committee) - chaired a meeting of the Steering Committee.
The meeting aims to deploy plans on the implementation of the arrangement and merger of provincial and commune-level administrative units and building a two-level political system in the locality.
According to the Steering Committee, at the 11th Conference from April 10-12, the 13th Party Central Committee issued a resolution on the arrangement and merger of provincial and commune-level administrative units and the construction of a two-level political system in the locality.
In which, it was agreed that after the arrangement, the whole country will have 34 provinces and centrally-run cities and reduce the number of commune-level administrative units by 60-70%.
At the meeting, members of the Steering Committee discussed enthusiastically the organization of the local government apparatus at 2 levels, especially the issue of decentralization and delegation of power; regulations on functions, tasks and powers of local governments at the commune and provincial levels; the arrangement of cadres, civil servants and public employees; handling assets and facilities in the arrangement and merger of administrative units...
Concluding the meeting, the Prime Minister requested members of the Steering Committee, ministries and branches to continue reviewing tasks and solutions to avoid overlap, but not to miss tasks in arranging and merging provincial and commune-level administrative units and building a two-level political system in the locality.
Ministries and branches, based on their functions, tasks and powers, carry out tasks, closely follow progress to direct the arrangement and merger of local administrative units; at the same time, advise and propose to competent authorities on arising issues beyond their authority to resolve.

The head of the Government requested ministries and branches to guide the assigned tasks at the provincial and commune levels to ensure that the work must be carried out synchronously from top to bottom and synchronously coordinated between ministries and branches.
Note that each commune-level administrative unit must have a Public Administration Service Center; each province must have a One-stop-shop Investment Portal to promptly and smoothly resolve administrative and investment procedures of people and businesses, not to let congestion, the Prime Minister directs the Ministry of Home Affairs, the Ministry of Finance and relevant ministries and branches to design tools and instructions to ensure smoothness, smoothness and efficiency from July 1, 2025, when the new local government operates.
The head of the Government emphasized that it is necessary to carry out the arrangement and merger of local administrative units to ensure progress and regulations; during the implementation process, if any arising issues are reported to competent authorities for immediate resolution.
The Prime Minister directs ministries to guide, arrange and reorganize the internal operations of units according to vertical sectors; decentralize and delegate authority in handling administrative procedures at the commune and provincial levels.
Regarding the handling of assets and facilities in the process of arranging and merging local administrative units, the Prime Minister requested priority for allocating surplus facilities for health, education, culture, serving public and public purposes.
