Subjects specified in Clause 1, 2, 4 and Clause 5, Article 2 of this Circular who are participating in Party committees in Party committees (5-year term) must end their activities and perfect the apparatus with 5 years (60 months) or less before reaching the highest service age or reach the retirement age according to the instructions in Point a, Point b, Clause 5, Article 5 of this Circular, and wish to retire early, to facilitate the arrangement of Party committee personnel in the Party congresses at all levels towards the 14th National Congress of the Party and be approved by competent authorities.

Regarding the calculation of the regime, the subjects specified in Clause 1 of this Article who are eligible for early retirement are entitled to the regimes specified in Clause 8, Article 1 of Decree No. 67/2025/ND-CP.
