Ministry of Education and Training: Organizing paid tutoring must register for business according to regulations
A teacher who has registered a small-scale tutoring business household wonders whether to apply for an additional license from the Department of Education and Training or not, the Ministry of Education and Training has officially responded.
Ms. Nguyen Linh (Hanoi) has registered a business household with industry code 8559 and has 2 classes with 3-4 students, and was asked by parents to tutor her to take the Cambridge certificate exam (outside program of the Ministry of Education and Training).
Ms. Linh asked if she had to apply for a business license from the Department of Education and Training?

The Ministry of Education and Training answers this question as follows:
Circular No. 29/2024/TT-BGDĐT dated December 30, 2024 stipulating tutoring and extra classes and Circular No. 19/2026/TT-BGDĐT dated March 31, 2026 amending and supplementing Circular No. 29/2024/TT-BGDĐT have stipulated that organizations or individuals organizing extra classes and extra classes outside the school with collecting money from students must register for business according to the provisions of law.
On that basis, the Ministry of Education and Training requested Ms. Nguyen Linh to implement the regulations correctly and fully to be implemented.
