1. Perspectives, principles, requirements

(1) The development of personnel plans for Party committees and standing committees at the Party Committee level and inspection committees at the Party Committee level; Assigning Party committee members and standing committee members to take on leadership positions of agencies and units directly under the merger and consolidation is an important task, requiring the direct leadership and direction of the Politburo and the Secretariat on the basis of fully promoting the authority and responsibility of the standing committees of provincial and municipal Party committees (before and after the merger and consolidation) and functional agencies according to regulations; at the same time, closely linking with improving the efficiency, effectiveness and efficiency of the political system.

(2) The personnel plan of the provincial Party Committee of localities under the merger and consolidation includes members of the Party Committee, members of the Standing Committee of the Party Committee, inspection committees of the current provincial Party Committee; for newly established communes, including members of the Standing Committee, members of the Inspection Committee of the District Party Committee after finishing their activities, being transferred and assigned to the commune level and the standing commune level, basically meeting the standards and conditions according to regulations.

2. Standards

3. The content of personnel plan development and implementation steps

3.1. Regarding the key leadership personnel plan of localities after the merger and consolidation (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee, head of the National Assembly delegation and the alternate members of the Party Central Committee who are members of the Standing Committee of the Provincial and Municipal Party Committees):

The Central Organizing Committee shall preside over and coordinate with relevant agencies and units to prepare and develop specific personnel plans, report to the General Secretary, key leaders and the Standing Committee of the Secretariat for direction to complete the key personnel plans of localities, before submitting to the Politburo and the Secretariat for consideration and decision according to their authority; ensuring strictness, timeliness, meeting the requirements of leadership, direction, and continuous operation of localities without interruption.

3.2. Step 1: Develop and approve a personnel plan

Based on the decision to appoint personnel of the Politburo, the Secretariat, the Standing Committees of the Provincial and Municipal Party Committees of the localities after the merger and consolidation, consider and decide on the assignment of Party Committee members and Standing Committee members to take on leadership positions of affiliated agencies and units according to the authority and decision of the Politburo, the Secretariat and the Party Committee's personnel plan have accepted the opinions of the Central Organizing Committee.

3.3. The Standing Committees of Provincial and Municipal Party Committees shall base on the standards, conditions, structure, and quantity stated in the new Directive of the Politburo and relevant regulations; at the same time, study the contents and requirements for developing the above-mentioned personnel plan for provincial Party Committees to specify and direct the development and approval of the personnel plan for the Executive Committee, Standing Committee, Inspection Committee of Commune-level Party Committees and the assignment of members of the Standing Committee of Commune-level Party Committees to hold leadership positions of agencies and units under the 2025-2030 term; ensure consistency and synchronization in the implementation organization and not contrary to this Conclusion.

(3) Assign the Central Organizing Committee, the Central Inspection Committee, and relevant agencies to closely coordinate with provincial Party Committees, city Party Committees, and Party Committees directly under the Central Government to advise on personnel work under the management of the Politburo and the Secretariat; guide, inspect, and urge the implementation of the Politburo's Conclusion and direction on personnel work to ensure compliance with Party regulations and State laws.

During the implementation process, if there are any problems, it is recommended to promptly report to the Politburo and the Secretariat (through the Central Organizing Committee) for consideration and guidance.
