The Politburo guides the personnel plan for provincial and commune-level Party committees subject to merger

On April 14, 2025, on behalf of the Politburo, Politburo member and Standing Secretary of the Secretariat Tran Cam Tu signed and issued Conclusion 150-KL/TW (Conclusion 150) of the Politburo guiding the development of a personnel plan for provincial Party committees subject to consolidation, merger and newly established commune levels.

According to Conclusion 150, based on current regulations and policies, Resolutions of the Party Central Committee, the Politburo, and the Secretariat on merging and consolidating provincial-level administrative units, not organizing district-level administrative units and reorganizing commune-level administrative units; to ensure tightness, synchronization, and unity in personnel work in localities; after reviewing the proposal of the Central Organizing Committee on guiding the development of a new provincial-level Party Committee personnel plan under the scope of consolidation, merger, and commune-level establishment (S hardline 259-TTr/BTCTW in 2025), the Politburo concluded as follows:

1. Perspectives, principles, requirements

(1) The development of personnel plans for Party committees and standing committees at the Party Committee level and inspection committees at the Party Committee level; Assigning Party committee members and standing committee members to take on leadership positions of agencies and units directly under the merger and consolidation is an important task, requiring the direct leadership and direction of the Politburo and the Secretariat on the basis of fully promoting the authority and responsibility of the standing committees of provincial and municipal Party committees (before and after the merger and consolidation) and functional agencies according to regulations; at the same time, closely linking with improving the efficiency, effectiveness and efficiency of the political system.

(2) The personnel plan of the provincial Party Committee of localities under the merger and consolidation includes members of the Party Committee, members of the Standing Committee of the Party Committee, inspection committees of the current provincial Party Committee; for newly established communes, including members of the Standing Committee, members of the Inspection Committee of the District Party Committee after finishing their activities, being transferred and assigned to the commune level and the standing commune level, basically meeting the standards and conditions according to regulations.

(3) Maintain the principles in personnel work, ensuring strictness, democracy, objectivity, transparency, fairness, impartiality, and compliance with the regulations of the Party and State. The assignment, assignment, arrangement, and introduction of personnel are based on the structure, quantity, standards, and conditions; in which special attention is paid to and promoted political qualities, ethics, lifestyle, leadership capacity, and prestige, especially with innovative thinking, creativity, daring to think, daring to do, daring to take responsibility for the common cause and having specific results and work products. Pay attention to training, fostering, and arranging young cadres, female cadres, ethnic minority cadres, and science and technology cadres, but do not lower the standards because of the structure. Absolutely avoid local tendencies and ideology, "group interests", negativity in assigning, arranging, and introducing cadres.

Do not consider, assign, arrange, or introduce to hold higher positions or more important positions for cadres who have been disciplined in the 2020 - 2025 term or have violations or shortcomings according to the conclusion of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that the competent authorities are investigating, inspecting, and examining.

(4) At the time of consolidation and merger, the number of Vice Chairmen of People's Councils, Vice Chairmen of People's Committees and Deputy Chairmen of affiliated agencies and units may be more than the prescribed; at the same time, the assignment and arrangement of the number of members of the Standing Committee, Party Committee members of the Party Committee, and Party Committee inspection committees may be more in some affiliated agencies and units; however, after 5 years, the number and personnel arrangement will be implemented according to regulations. For the Party Committee at the commune, ward, or special zone level (after the merger, consolidation, or establishment of a new one), it is possible to consider and arrange personnel as members of the Provincial Party Committee as Party Committee Secretaries; in special cases, if the Party Committee has an important position, economic scale, urban traffic infrastructure, and development, and a large number of Party members and population, it is possible to consider and arrange personnel as members of the Standing Committee of the Provincial Party Committee or City Party Committee as Party Committee Secretaries.

(5) The Standing Committee of the Party Committee, Standing Committee of the Party Committee at the provincial and commune levels and the leaders of the agencies and units after the merger and consolidation must truly be a collective with outstanding moral qualities, high leadership capacity, solidarity and unity; ensure inheritance, development and have a balanced and harmonious representative structure between localities; meet the requirements for implementing local political tasks after the merger and consolidation and contribute to building the Party's cadre team.

(6) Proactively do a good job of political, ideological, information, propaganda, creating solidarity, unity, and high consensus among cadres, party members, and people; take timely measures to combat and prevent acts and actions that violate Party principles and regulations and State laws that directly affect the organization and implementation of the Party's policies and resolutions on the arrangement and streamlining of the apparatus, especially in personnel arrangement and arrangement.

2. Standards

Standards for Party Committee members and Party Committee inspection committees, leadership and management positions of agencies and units in the political system are basically implemented according to Regulation No. 89-QD/TW, dated August 4, 2017 on the framework for title standards, orientation for the framework for criteria for evaluating leaders and managers at all levels; Standards for Party Committee members stated in the new Directive of the Politburo on Party Congresses at all levels for the 2025-2030 term towards the 14th National Party Congress and related regulations of competent authorities managing cadres. In particular, it is necessary to specify more clearly the political standards; professional qualifications, leadership capacity; specific results and products... of cadres under the management of the Standing Committees of Provincial Party Committees and City Party Committees (including commune-level cadres) and the requirements for political tasks of localities and units to serve as a basis and basis for consideration and arrangement according to authority.

3. The content of personnel plan development and implementation steps

3.1. Regarding the key leadership personnel plan of localities after the merger and consolidation (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee, head of the National Assembly delegation and the alternate members of the Party Central Committee who are members of the Standing Committee of the Provincial and Municipal Party Committees):

The Central Organizing Committee shall preside over and coordinate with relevant agencies and units to prepare and develop specific personnel plans, report to the General Secretary, key leaders and the Standing Committee of the Secretariat for direction to complete the key personnel plans of localities, before submitting to the Politburo and the Secretariat for consideration and decision according to their authority; ensuring strictness, timeliness, meeting the requirements of leadership, direction, and continuous operation of localities without interruption.

3.2. For the personnel plan for the Party Committee and Standing Committee of the Party Committee, the Inspection Committee of the Provincial Party Committee after the merger and the assignment of members of the Party Committee and Standing Committee of the Provincial Party Committee (after appointment) to hold leadership positions of affiliated agencies and units (excluding positions under the management of the Politburo and the Secretariat):

Step 1: Develop and approve a personnel plan

- Prepare personnel plans: Leaders of provinces and centrally run cities assigned by the Politburo (there will be a Central Notice) are summoned and co-chaired with the secretaries of provincial and municipal Party committees in the merged and consolidated areas to meet with the standing comrades of provincial and municipal Party committees, and heads of organizational committees of localities in the merged and consolidated areas to prepare contents to develop personnel plans according to the following requirements:

(i) Report on the situation of the staff of localities subject to consolidation and merger on: Number of Party Committee members, Standing Committee members, Party Committee inspection committees, structure of age, gender, ethnicity, qualifications; preliminary assessment of advantages, difficulties, advantages, limitations and causes.

(ii) Based on the requirements for the political tasks of the Party Committee after the merger, standards, conditions, structure, and quantity according to regulations; develop a personnel plan for the executive committee, standing committee, inspection committee at the Party Committee level and orient the assignment of members of the Party Committee, members of the Standing Committee of the Provincial and Municipal Party Committee to take on leadership positions of the agency or unit under the current term and for the next term of the above contents and requirements. (iii) Proposal, recommendation (if any).

- Through the personnel plan: Provincial and municipal leaders assigned by the Politburo to co-chair the meeting with provincial and municipal Party Committee Secretaries in the merged and merged areas to organize meetings of the Standing Committees of the Provincial Party Committees and City Party Committees of the merged and merged localities (with the participation of representatives of the leaders of the Central Organizing Committee, the Central Inspection Committee, the Central Party Office) to discuss and contribute opinions to complete and approve the personnel plan. During the discussion, if there are still different opinions or disagreements, the opinions must be fully compiled and reported to the competent authority for consideration according to regulations.

Step 2: Based on the developed personnel plan, the Standing Committees of the Provincial and Municipal Party Committees (of the merged and consolidated localities) report to the Central Organizing Committee for consideration and comments to continue perfecting the personnel plan before reporting to the competent authority for appointment according to regulations.

Step 3: Collect opinions and complete the personnel plan

The leaders of provinces and cities assigned by the Politburo to co-chair the meeting with the secretaries of provincial and municipal Party committees in the merger area, and to hold meetings with the standing committee members of provincial and municipal Party committees of merged and consolidated localities to study, accept and complete personnel plans to report to the Politburo and the Secretariat for consideration of personnel appointments according to regulations (attached with personnel records according to Regulation No. 80-QD/TW, dated August 18, 2022 of the Politburo).

Based on the decision to appoint personnel of the Politburo, the Secretariat, the Standing Committees of the Provincial and Municipal Party Committees of the localities after the merger and consolidation, consider and decide on the assignment of Party Committee members and Standing Committee members to take on leadership positions of affiliated agencies and units according to the authority and decision of the Politburo, the Secretariat and the Party Committee's personnel plan have accepted the opinions of the Central Organizing Committee.

3.3. For the personnel plan for the Party Committee and Standing Committee of the Party Committee, the Inspection Committee of the Party Committee at the commune level after the new establishment and the assignment of members of the Party Committee and Standing Committee of the Party Committee at the commune level (after appointment) to take on leadership positions of units at the commune level:

The Standing Committees of Provincial and Municipal Party Committees shall base on the standards, conditions, structure, and quantity stated in the new Directive of the Politburo and relevant regulations; at the same time, study the contents and requirements for developing the above-mentioned personnel plan for provincial Party Committees to specify and direct the development and approval of the personnel plan for the Executive Committee, Standing Committee, Inspection Committee of Commune-level Party Committees and the assignment of members of the Standing Committee of Commune-level Party Committees to hold leadership positions of agencies and units under the 2025-2030 term; ensure consistency and synchronization in the implementation organization and not contrary to this Conclusion.

Note: Before ending the operation of district-level administrative units and establishing new commune-level administrative units, the Standing Committees of provincial and municipal Party Committees need to proactively conduct a general review of district and commune-level cadres to have a plan to review, mobilize, assign, and arrange Party Committee members, Party Committee members, secretaries, and deputy secretaries; leaders of departments, branches, equivalent at district level, commune-level leaders and assign, appoint, arrange, and introduce personnel to hold leadership positions at the new commune level as soon as they are established; ensure timeliness, without interruption, and improve the effectiveness of the political system at the commune level, serving the needs of people and businesses well.

4. Organizing implementation

(1) Assign the National Assembly Party Committee Standing Committee to direct the review and amendment of relevant legal provisions in the direction of:

When implementing the consolidation and merger of provincial-level administrative units or establishing new commune-level administrative units, the positions of chairman and vice chairman of the People's Council and People's Committee; heads and vice delegations of the National Assembly; heads of departments of the People's Council and members of the People's Committee shall not be elected, but shall be assigned to the National Assembly Standing Committee, the Prime Minister, the Standing Committee of the People's Council at the provincial and commune levels, based on the announcement of the competent authority managing cadres, to prescribe and appoint personnel to hold the above-mentioned related positions. In special cases, it is allowed to appoint personnel who are not People's Council deputies to hold leadership positions of newly established provincial and commune-level People's Councils.

(2) Assign the Standing Committees and Standing Committees of Provincial and Municipal Party Committees of localities after the merger and consolidation to proactively coordinate with the National Assembly Party Committee, Government Party Committee, Party Committees of Central Party agencies, the Fatherland Front Party Committee, Central organizations, the Central Organizing Committee, the Central Inspection Committee, the Party Central Committee Office and relevant agencies in preparing personnel plans for Party committees and Standing Committees at the Party Committee level and orienting the assignment of Party Committee members and Standing Committee members of the Provincial and Municipal Party Committees to take on leadership positions of affiliated agencies and units; at the same time, direct the implementation of related procedures according to the decisions of competent authorities and review and decide on local personnel work according to the decentralization of cadres and current regulations.

(3) Assign the Central Organizing Committee, the Central Inspection Committee, and relevant agencies to closely coordinate with provincial Party Committees, city Party Committees, and Party Committees directly under the Central Government to advise on personnel work under the management of the Politburo and the Secretariat; guide, inspect, and urge the implementation of the Politburo's Conclusion and direction on personnel work to ensure compliance with Party regulations and State laws.

During the implementation process, if there are any problems, it is recommended to promptly report to the Politburo and the Secretariat (through the Central Organizing Committee) for consideration and guidance.
