Closing the 11th Conference of the 13th Party Central Committee

On the afternoon of April 12, 2025, at the Party Central Committee Headquarters, the 11th Conference of the 13th Party Central Committee closed under the chairmanship of General Secretary To Lam.

Also attending the conference were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing member of the Secretariat Tran Cam Tu. Also attending the conference were Politburo members, Party Central Committee Secretaries, and Party Central Committee members.

Taking place on April 10-12, the 11th Central Conference gave opinions on 15 contents, focusing on two main groups of issues.

First, the group of issues on continuing to reorganize the apparatus of the political system, reorganizing administrative units and organizing local governments at two levels.

Second, the group of issues on continuing to prepare for the 14th National Party Congress and electing 16th National Assembly deputies and People's Councils at all levels for the 2026-2031 term.

Also at this conference, the Politburo reported to the Central Committee for consideration and decision on a number of contents of personnel work according to its authority, reported to the Central Committee on the situation of the country, the world and the region; the important tasks of the Politburo and the Secretariat have been resolved since the 10th Central Conference and topics on perfecting institutions and making breakthroughs in science and technology development, innovation and national digital transformation.

On the first working day (October 10), the Central Party Executive Committee implemented a number of contents on personnel work.

Next, the Party Central Committee worked in a group, discussing the contents of continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at 2 levels, including 8 projects and reports.

On the second working day (11.); the Central Committee worked in the Hall, discussing a group of issues on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at 2 levels.

Next, the Central Committee worked in groups, discussing groups of issues on preparation for the 14th National Congress and the election of the 16th National Assembly, and the election of People's Councils at all levels for the 2026 - 2031 term.

After that, the Politburo met to give opinions on receiving and explaining the Central opinions discussed on April 10 and the morning of April 11, the contents on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at 2 levels such as:

Arrange provincial-level administrative units; plans to arrange and reorganize commune-level administrative units; functions, tasks, powers, and organizational apparatus of provincial and commune-level authorities; on the system of party organizations, unions, People's courts, People's Procuracies; on the arrangement, arrangement of cadres and implementation of policies and regimes for cadres; on management and use of public assets after arrangement.
