Today, the Politburo and the Secretariat convene a national conference to promptly disseminate and implement important policies and decisions that have just been approved by the 11th Conference of the 13th Party Central Committee. The conference was held in person, combined with online to the commune level and live broadcast on VTV1 Vietnam Television, Voice of Vietnam, showing the importance of the contents that need to be thoroughly understood as well as the scale and scope of impact of these contents. These are also the contents that many cadres, party members and people are paying close attention to, hoping to implement soon.

At the 11th Central Conference of the 13th tenure, the Party Central Committee worked with a very urgent, serious, responsible spirit, discussing very democratically, listening, and frankly exchanging many new, important issues and highly agreeing on major, core contents. It can be said that this is a historic conference, deciding on very important and breakthrough issues of the new revolutionary period, creating new momentum, new momentum for the cause of comprehensive innovation, bringing the country into a new era of development. On the basis of absolute consensus, the Central Government issued Resolution No. 60-NQ/TW, dated April 12, 2025 with many especially important contents, focusing on 2 groups of issues to continue streamlining the apparatus, arranging administrative units, organizing local governments at 2 levels and preparing for the 14th National Party Congress. These contents are closely related and are all key and urgent issues that we must focus on implementing immediately after this Conference until the end of 2025.
The comrades listened to Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and Head of the Central Organizing Committee Le Minh Hung directly disseminate 3 topics, which are the core contents of the 11th Central Conference and the documents for implementation, especially Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on replacing Directive 35 on organizing Party congresses at all levels towards the 14th National Party Congress; Conclusion No. 150-KL/TW of the Politburo on guidelines for building personnel for provincial Party committees subject to consolidation, merger and newly established commune levels; Plan No. 47-KH/BCD of the Central Steering Committee summarizes Resolution 18 on assigning responsibility for implementing group 121 work tasks associated with the time to be completed each day.
Along with the direct dissemination at the Conference, these documents and other guidelines have been - are and will be sent to ministries, branches and localities as soon as possible for implementation ( basically in April 2025, all guiding documents will be issued). Also this week, the full draft of 4 documents submitted to the 14th National Party Congress will be sent to comrades for comments and as a basis for drafting documents at their level. The Politburo issued Decision No. 284-QD/TW, dated April 12, 2025, assigning 19 Politburo members and Secretariat members in charge of localities to monitor, urge, guide, and direct, promptly remove difficulties and obstacles for the comrades in the implementation process.
Thus, the basic policy is clear, the plan, plan, and implementation roadmap are specific. This is a new point in organizing the dissemination and implementation of the Party's Resolutions in the direction of clearly implementing people, work, methods, responsibilities, and completion time, after the Conference, it is necessary to start implementing them immediately.
After today's dissemination conference, I think that you have identified the work that needs to be done in the coming time at your agencies, units and localities. Each cadre and party member attending the Conference also imagined their personal responsibility in the "final revolution" of the country. After this Conference, Party committees and organizations at all levels are responsible for continuing to study, thoroughly grasp and thoroughly grasp the contents of the Resolution and develop specific action plans and programs for implementation. Faced with the requirement to simultaneously deploy a very large amount of work, wide scope, short time, high quality, many tasks are unprecedented, I emphasized 3 more general requirements and 4 notes to unify leadership and direction of organization as follows:
Three general requirements are:
(1) It is necessary to determine the highest political determination in leading and directing the implementation of the Resolution of the 11th Central Conference, identifying this as a "revolution" in reorganizing the apparatus, reorganizing administrative units and reforming and innovating to develop the country. Party committees, organizations, and leaders at all levels must be close-minded and determined in leading, directing, and thoroughly grasping the cadres and party members the special importance of this policy, creating a unified awareness and ideology throughout the Party and spreading it to the whole society, determined to successfully implement the goals and orientations set by the Central Committee. Focus on leading and directing agencies to resolutely implement work in the spirit of "right role, know the lesson", coordinate synchronously, rhythmically, closely from the Central to localities and between localities together, do not have the idea of "your right, my right", one locality, another locality, all for the common interests of the country, for the people.
(2) Deploy work in the spirit of "running and lining up at the same time", but must be cautious, certain, methodical, not hasty or subjective; have a priority order, work with that person, work with that person must take into account other related things, and must properly carry out the procedures according to regulations, not do it shortly, do it recklessly, do it over loudspeakers in general any work. Closely follow the timelines in the plan, ensure that the work is carried out on schedule, especially important timelines such as: Before June 30, 2025, it is necessary to complete the amendment of the Constitution and relevant laws; starting to end the operation of new district and commune-level administrative units to come into operation from July 1, 2025 according to the transition roadmap and completing all tasks before August 15, 2025; completing the merger of provinces before September 1, 2025; completing the Party Congress at the commune level before August 31, 2025; completing the provincial congress before October 31, 2025; The 14th National Congress of the Party in the first quarter of 2026; Electing National Assembly deputies and People's Councils at all levels in March 2026. Based on the above roadmap, localities, agencies and units are encouraged to complete tasks ahead of schedule in the spirit of "stabilizing early for development".
(3) Strengthen information and propaganda to create consensus in society, fully promote the people's right to mastery, respect and listen to the people's opinions, the processes and procedures for collecting people's opinions must be implemented in accordance with regulations, especially the contents related to amending and supplementing the Constitution, merging provinces and communes. Mobilize and propagate among the people, be subject to the supervision and contributions of the people, create consensus and respond to the implementation of the people.
Four issues to note are:
First, about implementing the policy of arranging and reorganizing administrative units and building local governments at 2 levels. This is a policy stemming from a long-term strategic vision for national development; The Party Central Committee, the Politburo and the Secretariat have discussed and evaluated carefully, considering many aspects to reach a high consensus on the implementation of this policy with the principles and criteria for implementing the arrangement of provincial administrative units, determining the names and locations for the location of provincial-level political and administrative centers after the arrangement; criteria, standards and orientations for commune-level arrangement as announced to comrades. The implementation of this policy will have a certain impact on the thoughts and feelings of cadres, party members and people - This is understandable because each Vietnamese person we have deeply imprinted in our memories images of our homeland, where we bury vegetables in our navel. However, in the face of the new development requirements of the country, we must change our thinking and vision; unify our awareness and ideology; must surpass ourselves, sacrifice personal interests for the common interests of the country; overcome concerns, worries, psychology, and normal habits; overcome regional psychology and moods to move towards a broader thinking and vision - "the homeland is the homeland".
The content of the instructions is complete, I emphasize 3 more issues that need to continue to be thoroughly grasped: (1) Streamlining the apparatus of the political system, merging provinces, not organizing at the district level, merging communes is not only a matter of adjusting the apparatus organization, administrative boundaries but also a matter of adjusting economic space, adjusting the allocation, decentralization, and allocation of resources for development. This is an opportunity for us to screen, arrange, and build a team of cadres who truly meet the requirements of national development in the new period. (2) The implementation spirit must be drastic and urgent, "running and lining up at the same time", "not interrupting work", "the new apparatus must be better and more efficient than the old one"; the implementation roadmap must be methodical, scientific, ensuring compliance with the Party Charter, regulations, principles, and directions of the Central Committee; strong, thorough, scientific, and humane, ensuring a vision, ensuring the formation and expansion of space for economic, social, and cultural development suitable for national development. (3) After the reorganization, local governments must ensure streamlining, effectiveness, efficiency, people-to-people, and closeness to the people, meeting modern social governance requirements, achieving rapid and sustainable growth goals; creating new position and strength for the task of ensuring national defense, security, and foreign affairs; creating momentum and momentum for economic development; promoting the development of science and technology, innovation, and digital transformation; increasingly better caring for the material and spiritual life of the people.
In the process of implementing this policy, localities must be very proactive and responsible in developing a plan to reorganize administrative units at the commune and ward levels; because you are the ones who know the area better than anyone else. Based on the criteria, standards and the Central Government's reduction of about 60 - 70%, localities should proactively research to have specific arrangement plans suitable for the area, the highest goal is to build a streamlined, effective, efficient, close-to-the-people commune-level government, proactively towards the people to better serve. It is necessary to note to overcome both tendencies: (1) Merging communes and wards that are too large as a "minorized district level" leading to no local management, no proactive service to the people, leading to the transformation of the policy of not organizing district level into not organizing commune level. (2) Merging communes and wards is too small, leading to limited space, development space, and more units leading to bulky and ineffective. These are issues I suggest that the Standing Committees of the provinces must discuss and calculate very carefully, in the spirit of a long-term vision, for the country, for the people to have the most reasonable arrangement and arrangement plan.
Based on the two-level local government model, central and local agencies need to promptly review and issue mechanisms, policies, strategies, and plans for issues of inter-regional and inter-based nature, ensuring unity nationwide and in each locality. Adhering to the principle of "locality decides, locality does, locality is responsible", promoting decentralization from the central to the provincial level, especially in the issuance of mechanisms, policies, planning areas, finance, budget, and investment. The grassroots level organizes policy implementation (from the Central and provincial levels), focuses on tasks of serving the people, directly solving problems of the community, providing basic and essential public services to the people in the area. Specialist provincial and island governments are granted many autonomy rights, ensuring flexibility and proactiveness in responding to unexpected events and situations to firmly protect the independence, sovereignty and territorial integrity of the country.
All of this work must be implemented at the same time, ensuring synchronization, unity, smoothness and efficiency, not allowing the arrangement of the apparatus to disrupt the operations of agencies, production and business activities and daily activities of people and businesses.
Second, about personnel work. The number of cadres affected by this arrangement is very large. Our general policy is to basically arrange the staffing of cadres, civil servants, and public employees (including Party, government, and mass organizations) at the provincial, district, and commune levels as currently available to ensure stability; after the new apparatus comes into operation, it will direct the review and completion of job positions and determine the staffing of each level in the general staffing of the entire political system. I suggest that Party committees and organizations at all levels strictly implement the principle of the Party unifying leadership in building the apparatus, personnel work, managing the staff and the payroll of the political system. We must be very fair and objective in the arrangement of cadres; fully implement regulations and instructions on cadre work to ensure publicity, transparency, strengthen power control, and link power with personal responsibility. Do not let the situation of disunity, group interests, job runs, local and delegated ministries, corruption, waste in the work of arranging and arranging cadres, arranging the organization of the apparatus and administrative units at all levels happen.
Pay special attention to doing a good job of selecting and arranging leaders, especially heads of provincial and commune-level agencies after the merger. It is necessary to calculate synchronously and interconnectively between all 4 stages: Appointment of cadres after the merger - Personnel of the Party Congresses at the provincial and commune levels - Personnel of the 14th Congress - Personnel of the National Assembly and People's Councils at all levels. Human resource work has been very important, and is now even more important due to the new requirements. As I said, the first criterion for arranging cadres is because of job requirements, then there are other criteria. The personnel of the 14th Congress and leaders at all levels must gather "enough virtue - enough talent - enough heart - enough capacity - enough strength - enough revolutionary enthusiasm" to shoulder the historical responsibility of the country. In the current situation, there is no room for cadres with opportunities, good luck, moderation, moderation, fear of innovation, and individual thrift. Those who feel they do not meet the requirements should voluntarily withdraw, giving way to someone more deserving - voluntarily standing behind for development is also a brave, brave, proud, and commendable act. The selection and arrangement of leaders of local agencies after the merger and consolidation is the responsibility of the standing committees of the Party Committee at the decentralization level, suggesting that comrades must discuss and agree to arrange "right people, right work" in the spirit of Conclusion No. 150-KL/TW of the Politburo on guidelines for building personnel for provincial-level Party committees subject to consolidation, merger and newly established commune-level.
Third, regarding party congress documents at all levels. The draft of 4 documents submitted to the 14th National Party Congress approved at the 11th Central Conference has added many very important contents, expressing new thinking and vision in national development, determined to achieve the two 100-year goals (by 2030, becoming a developing country with modern industry, high average income; by 2045, becoming a developed socialist country, high income). Prime Minister Pham Minh Chinh has fully grasped these contents with you, especially core issues such as: "establishing a new growth model"; "building a modern national education system, on par with the region and the world" "breakthrough in developing science and technology, innovation and national digital transformation"; developing the private economy is "the most important driving force of the national economy"... I emphasized: These are very big, very strategic issues. In the near future, the Central Government will discuss more about how the new growth model in Vietnam will be? The world is going too far, they have factories and ports "without lights" (operated by robots, artificial intelligence, completely automated, no more direct workers, working all day and night, no work, no shifts, no rest... just in terms of time, productivity has increased by 3-4 times), if we do not change, it will be difficult to catch up, the risk of falling behind is clear; or the issue of how to prepare human resources for the coming period to have enough human resources to be brave, intellectual, healthy, and visionary for the country to develop in the coming period? If we do not worry right now, it will be difficult to achieve...
Party congresses at all levels and the 14th National Party Congress take place in a special context, when we simultaneously carry out many major revolutionary tasks. Rational and streamlining the organizational apparatus - both rearranging administrative units - accelerating and making breakthroughs in economic development - and organizing the Congress. Therefore, it is necessary to focus on leading and directing the organization of the Congress to ensure strictness and method in accordance with the spirit of Directive No. 45-CT/TW of the Politburo, especially for newly merged and consolidated localities. I note that it is necessary to pay more attention to and focus more on document preparation (some places are showing signs of taking this issue lightly, mainly focusing on personnel plans). Provincial and municipal Party committees focus on leading the organization of thorough, in-depth and effective discussions on the viewpoints, goals, policies and major orientations stated in the draft documents of the 14th National Party Congress; urgently develop and complete the draft documents at their level, must complete the draft before June 30, 2025 (including for the provinces after the merger). Thus, although the official merger has not yet occurred, you have had to think and think to draw up a development roadmap for the newly established province and newly established commune based on space, space and new resources. This is a very important task that requires investment in intelligence, effort and close coordination between localities to effectively carry out this work. Resolutions of party congresses at all levels from the Party cell to the commune, provincial and sectoral Party committees after the congress are valid and implemented immediately, without waiting for the resolution of the superiors to be implemented.
Fourth, on implementing the Resolution of the 11th Central Conference at the same time as implementing important major tasks of the country. We thoroughly grasp and implement the Resolution of the 11th Central Conference in the context of the world and regional situation having extremely complex developments, especially the "global tariff war" poses many new challenges, but it is also an opportunity for us to assert ourselves. We have been successfully organizing many important foreign activities, especially the recent visit of General Secretary and President of China Xi Jinping with many important cooperation agreements; The 4th Summit of the Partnership for Green Growth and the Global Goal (P4G) forum with 46 countries and more than 1,000 international delegates attending, these events continue to affirm Vietnam's role and position in multilateral forums and on the international stage. The whole country is focusing on implementing many major and important tasks at the same time, focusing on accelerating and breaking through socio-economic development, striving to achieve the growth target of 8% or more in 2025, creating momentum for double-digit growth in the next period; continuing to implement Resolution No. 57-NQ/TW on breakthroughs in the development of science and technology, innovation and national digital transformation; continuing to implement Resolution No. 59-NQ/TW on promoting international integration; In the near future, the Politburo will continue to have Resolutions on private economic development, Resolutions on education and training development... All of these tasks are very important and must be implemented in accordance with the set goals and requirements, not for any organization arrangement to be neglected. Provincial Party Committees and City Party Committees need to urgently overcome the shortcomings and limitations that the 19 inspection teams of the Politburo and the Secretariat have pointed out, especially overcoming the situation where a number of leaders and cadres have a mentality of waiting and waiting for the organization to limit their determination in implementing work...
