From identifying sources to creating coordination mechanisms

Ms. Lam Thi Vy - Chairwoman of Nam Phuoc Commune Trade Union said: Nam Phuoc Commune Trade Union is currently in charge of grassroots trade unions (CĐCS), grassroots trade unions (NĐCS) in 3 areas Nam Phuoc, Duy Nghia, Thu Bon.

Most businesses in the area are small and dispersed; the labor source has the ability to develop union members, establish non-centralized grassroots trade unions, and access conditions in each area are also different.

The specific management in 3 areas also poses the requirement to create relatively synchronous coordination between the Trade Union and Party committees, authorities and related agencies in Nam Phuoc, Duy Nghia and Thu Bon, especially for businesses where access is still difficult.

Since then, the Commune Trade Union has proactively advised the Party Committees of 3 communes. Up to now, 5 documents of the Party Committee have been issued on strengthening leadership, direction, and unifying the policy of implementing solutions to develop union members, establish grassroots trade unions and create sources for developing party members.

Along with that, the Commune Trade Union coordinated to advise the People's Committees of 3 communes to issue 3 decisions to establish a Working Group, creating a focal point for coordination between the government, the Trade Union and relevant agencies in each area. The Commune Trade Union also issued a Project on developing union members, establishing grassroots trade unions and youth unions in the period 2026-2030 and a deployment plan for 2026.

From the identified source, the approach to businesses is also different depending on the conditions. For businesses with favorable conditions, the Commune Trade Union directly meets with unit leaders, propagates to employees and guides procedures.

For resources that are still difficult to access or have problems that require many agencies to participate in, the Working Group coordinates according to its functions to support access and exchange solutions to remove obstacles.

Focusing on sources with more room to develop union members

Nam Hoi An Development Co., Ltd. is an FDI enterprise with a large labor scale. Although the enterprise has established a grassroots trade union, compared to the existing labor force, the unit still has a lot of room to continue to gather and develop union members.

Faced with that situation, Nam Phuoc Commune Trade Union coordinated with the grassroots trade union to review sources according to each department, select groups of workers to approach, arrange in charge and integrate propaganda into the existing activities of the enterprise.

In parallel with consolidating existing grassroots trade unions, the commune trade union continues to approach businesses and units that do not yet have trade union organizations.

At An Phuoc Health Cooperative, the unit has nearly 70 employees, Trong Phuc General Clinic Joint Stock Company and Doi Xanh Co., Ltd. each unit has nearly 40 employees, the Commune Trade Union has worked with unit leaders, exchanged views on trade union organization, the rights of employees in joining and establishing trade unions and the operating conditions of grassroots trade unions.

In the spirit of unit leaders creating conditions, the Commune Trade Union has guided the procedures for establishing grassroots trade unions according to regulations.

The results also come from sources that have been accessed before. Quang Nam Stone Processing Co., Ltd. established a grassroots trade union with 59 union members; Dong Nhan General Clinic Co., Ltd. established a grassroots trade union with 69 union members; Ong Vang Kindergarten developed 11 more union members.

From identifying sources, identifying difficulties, proactively advising to directly approaching each enterprise, Nam Phuoc Commune Trade Union is continuing two parallel tasks: improving the quality of operation of existing grassroots trade unions and focusing on the remaining workforce to develop union members and establish grassroots trade unions.

This result comes from many factors, in which the most important is the leadership and direction of the Party Committee and the coordination of the government and sectors, which have created more conditions for the Commune Trade Union to perform tasks in 3 communes" - Ms. Lam Thi Vy said.
