Affirming the position and new operating methods of the Vietnam Fatherland Front

At the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031, Ms. Ha Thi Nga - Member of the Party Central Committee, Secretary General - Vice Chairwoman of the 10th Central Committee of the Vietnam Fatherland Front presented the draft Political Report of the 10th Central Committee of the Vietnam Fatherland Front to the Congress.

According to Ms. Ha Thi Nga, the 11th National Congress of the Vietnam Fatherland Front, term 2026 - 2031 is an important socio-political event, demonstrating the strength of the great national unity bloc in the new era, taking place immediately after the success of the 14th National Congress of the Party and the election of National Assembly deputies of the 16th term, People's Councils at all levels for the term 2026 - 2031.

The Congress is a historical milestone of the Vietnam Fatherland Front with its position, stature and new development path after completing the policy of streamlining the organization and apparatus.

Gathering and uniting people from all walks of life is promoted

Regarding the results of implementing the action program of the Vietnam Fatherland Front for the period 2024 - 2026, Ms. Ha Thi Nga said:

First, propaganda, mobilization, gathering, and solidarity among all strata of the People have been promoted with many new points:

The Vietnam Fatherland Front Committee and member organizations focus on propagating and mobilizing people from all walks of life to agree to implement the strategic decisions of the Party and the State.

Focusing on improving the quality of grasping people's thoughts and aspirations, gathering people's opinions with many new approaches such as: operating the "Electors' Opinion Reception and Response System", software to manage supervision, social criticism and synthesize opinions of voters and people on the "Digital Front" platform; Software to manage social supervision, social criticism and synthesize opinions of voters and people.

Proactively coordinate with functional agencies to organize assessments of people's satisfaction with the operational efficiency of agencies and organizations in the political system... The work of mobilizing and uniting ethnic minorities and religions continues to be strengthened, innovated in content, and improved in quality.

Second, the quality and effectiveness of supervision and social criticism work, implementing democracy, actively participating in building the Party, State and political system have been improved, thereby continuing to affirm the core role of the Fatherland Front in promoting democracy, representing and protecting the legitimate and lawful rights and interests of the People. The Vietnam Fatherland Front and member organizations have organized nearly 62 thousand conferences, summarized over 51 million opinions contributing to amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013; summarized nearly 530 thousand opinions contributing to building documents of Party Congresses at all levels and documents of the 14th National Party Congress; proactively and responsibly participated in the election of National Assembly deputies of the 16th term and People's Council deputies of all levels for the 2026 - 2031 term, contributing to the success of the important political event - "River and Mountain Festival" of the country.

Supervision and social criticism work is deployed synchronously and systematically in the system of the Vietnam Fatherland Front and socio-political organizations with over 2,300 supervision sessions, over 1,300 criticism conferences, participating in contributing opinions on over 7,800 projects and socio-economic development programs. Maintaining and replicating models of supervision of cadres and party members, community investment supervision, and supervision of the implementation of democracy at the grassroots level.

Third, encouraging people from all walks of life to emulate, be creative, and effectively implement patriotic emulation movements and campaigns with many strong imprints in society, contributing to arousing patriotism and community strength. Notably, the campaign "All people unite to build new rural areas and civilized urban areas" contributes to changing the face of urban and rural areas, promoting socio-economic development, and improving the material and spiritual life of the people. In particular, responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", the Vietnam Fatherland Front at all levels has made many efforts, contributing to the Government, levels, and sectors to eliminate over 300,000 temporary and dilapidated houses, mobilizing over 24,700 billion VND, more than 2.7 million working days and reaching the finish line earlier than the set target.

Promoting the spirit of mutual affection "National love - compatriotism", the Vietnam Fatherland Front and member organizations have also mobilized hundreds of billions of VND from all walks of life, agencies, organizations, businesses... in the country and Vietnamese people abroad to build houses of great solidarity, support the poor, provide disaster relief, storm and flood relief, implement social security to ensure timeliness, publicity, transparency, spread human values, and create social trust in joining hands to help the community.

Fourth, promote the role of mastery, the spirit of self-management of the People, build a united, prosperous, and happy residential area: implement the motto "people know, people discuss, people do, people check, people supervise, people benefit"; continue to maintain and replicate the effectiveness of self-management models, mobilize the voluntary participation of people in residential areas.

The Great National Unity Festival in residential areas continues to be widely implemented, creating a spread across the country; it is an important bridge between Party committees, authorities and people, and also an opportunity to propagate and educate traditions, preserve national cultural identity, and connect the community. In particular, for the first time, the Great National Unity Festival is organized in the Vietnamese community in Japan, this is an opportunity to consolidate strength and promote the image of the country, people, and culture of Vietnam to international friends.

Fifth, implement diverse people-to-people diplomacy activities, strengthen international solidarity and improve efficiency for the work of Vietnamese people abroad, typically such as: Coordinating the organization of the 5th Conference of Presidents of the Fatherland Front of 3 countries Cambodia - Laos - Vietnam; Friendship exchange between the Central Committee of the Vietnam Fatherland Front and the National People's Congress of China; organizing the summary and signing of cooperation agreements with the Singapore People's Association and the Russian Federation Social Affairs Office. Member organizations of the Fatherland Front have also effectively organized people-to-people exchange activities, contributing to the success of bilateral foreign affairs activities of the Party and state diplomacy.

The Fatherland Front and member organizations in border areas have organized the implementation of memorandums of understanding; actively mobilized people to participate in building a border of peace, friendship and cooperation for mutual development.

Promoting the role and responsibility of the members who are overseas Vietnamese, reputable individuals in gathering and uniting the Vietnamese community in the host country, contributing to expanding and firmly consolidating the great national unity bloc.

Sixth, strongly innovate the organizational structure, content and methods of operation; improve the capacity of the contingent of Front officials at all levels: The Standing Committee of the Vietnam Fatherland Front Committee at all levels, socio-political organizations, mass organizations assigned tasks by the Party and State have proactively deployed and arranged the organizational structure, innovated the content and methods of operation to meet the requirements, tasks and new organizational models; pay attention to promoting the role of members of the Vietnam Fatherland Front Committee, advisory councils, advisory boards, advisory groups; enhance the role and responsibility of the Presidium of the Vietnam Fatherland Front Committee, the responsibility of coordinating and unifying actions of member organizations at the same level in innovating coordination methods of action, both ensuring the nature of political alliance, voluntary union; and promoting the independent role according to the Charter of member organizations.

To achieve the above important and comprehensive results, in the process of task implementation, the Vietnam Fatherland Front system and member organizations have always received the Party's regular and profound leadership and direction, especially the timely issuance of policies for Front work; the close and effective coordination of the National Assembly Standing Committee, the Government, State agencies and levels of government; the proactiveness, creativity and dynamism of member organizations; the efforts, enthusiasm, responsibility, and creativity of the contingent of cadres working in Front work at all levels; the support of all classes of people at home and abroad, agencies, organizations, and the business community..." - Ms. Ha Thi Nga said.

5 lessons learned.

Ms. Ha Thi Nga - Member of the Party Central Committee, Secretary General - Vice Chairman of the Central Committee of the Vietnam Fatherland Front said that from the practical organization and operation in the period 2024 - 2026, the Vietnam Fatherland Front has drawn 5 lessons learned:

First, it is necessary to closely follow the Party's leadership, promptly concretize, be proactive and flexible in organizing implementation.

Second, the viewpoint "The people are the root" must be concretized in the contents of unified action consultations of the Vietnam Fatherland Front; taking the support and consensus of the people as a measure of the effectiveness of the Front's work.

Third, coordination activities with authorities at all levels and member organizations must be substantive in order to promote the strength and improve the quality and effectiveness of the Vietnam Fatherland Front's activities.

Fourth, strongly promote the presiding role of the Vietnam Fatherland Front Committee and the responsibility of proactively coordinating and unifying actions of member organizations in the process of implementing tasks.

Fifth, regularly consolidate and improve the quality of the contingent of members of the Fatherland Front Committees at all levels, proactively adapt to complete the organization and apparatus, ensure professional, effective, and efficient operation, meeting the requirements of the renovation cause. Promoting must go hand in hand with caring for the contingent of experts, scientists, and prestigious people among ethnic minorities and religions to jointly contribute efforts and intelligence to the Fatherland Front work.

Ms. Ha Thi Nga - Member of the Party Central Committee, Secretary General - Vice Chairman of the Central Committee of the 10th Vietnam Fatherland Front also shared about the direction, goals and action program of the Vietnam Fatherland Front for the 2026 - 2031 term.

Regarding direction: Strengthening the political core role of the Vietnam Fatherland Front in building the great national unity bloc; widely gathering people from all walks of life, promoting internal strength, aspirations to develop the country; promoting emulation in learning and creative labor. Continuing comprehensive innovation in organization, content, and methods of operation in a practical and effective direction, strongly towards grassroots levels, close to the people, close to the people, accompanying the People. Strengthening the presiding role of the Vietnam Fatherland Front, the coordination and unified action of member organizations. 7 Action Programs for the 2026 - 2031 term

Program 1. Promote propaganda and mobilization, gather people from all walks of life, strengthen social consensus, and promote the strength of the great national unity bloc.

Building the Strategy for Great National Unity to 2035, vision to 2045.

Innovating propaganda, gathering, and mobilizing people from all walks of life; promoting the application of information technology, developing the Digital Front platform, receiving - responding to people's recommendations and implementing independent assessment of the Provincial Social Confidence Index.

Program 2. Representing and protecting the legitimate and lawful rights and interests of the People; improving the quality and effectiveness of supervision and social criticism, implementing democracy, actively participating in building the Party, State and political system.

Improve the quality of supervision and social criticism right from the stage of policy development and implementation; build a mechanism to monitor to the end the settlement of recommendations after supervision and social criticism. Promote the role of the Vietnam Fatherland Front and the People in preventing and combating corruption, wastefulness, and negativity; coordinate to organize direct dialogues between Party committees, authorities and the People.

Program 3. Encouraging people from all walks of life to emulate in studying, working, creating, participating in socio-economic development, preserving and promoting national cultural traditions, caring for people's lives, contributing to building and protecting the Fatherland: Strongly innovate the construction and launching of patriotic emulation movements and campaigns in a substantive direction, based on data, data and people's satisfaction.

Program 4. Participating in science and technology development, innovation, building a digital society; promoting digital transformation in the Vietnam Fatherland Front system: Focusing on implementing the Digital Transformation Project of the Vietnam Fatherland Front, promoting digital transformation among the entire population, especially the "Digital Education for All" movement.

Program 5. Promoting the role of mastery, the spirit of self-management of the people, building a united, safe, prosperous, and happy residential area: In which, the list of self-management models suitable to the rich reality at the grassroots level will be soon concretized, associated with responsibility and emulation criteria. The Fatherland Front will promote its core role in piloting the socialist commune and ward model in localities across the country.

Program 6. Effectively implementing people-to-people diplomacy and international cooperation activities.

Program 7. Innovate the content and methods of operation; complete and operate a streamlined specialized apparatus, operating effectively and efficiently; improve the capacity of the contingent of cadres to meet the requirements of the task: Strengthen democratic consultation, coordinate unified actions and the role and responsibility of presiding over the consultation of the Vietnam Fatherland Front Committee with the requirement of "clear people, clear tasks, clear responsibilities". Focus on consolidating the organizational apparatus of the Vietnam Fatherland Front and socio-political organizations at all levels.

Implement discipline and transparency in the implementation process, practical emulation, and thorough inspection. Building a team of Front officials and mass organizations must maintain "3 closeness": Close to the people - close to grassroots levels - close to digital space; "5 must": Must listen - must dialogue - must set an example - must be responsible - must report results; "4 no": No formality - no avoidance - no pushing - no misuse of functions.

The Vietnam Fatherland Front has clearly shown its proactive role in coordinating with relevant agencies to propose and improve mechanisms and policies, in which the highlight is actively and effectively participating in the process of building and organizing the collection of people's opinions on the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam; making many important contributions in successfully organizing the election of National Assembly deputies of the XVI term and deputies of People's Councils at all levels for the 2026 - 2031 term; mobilizing people to participate in well implementing campaigns and patriotic emulation movements; timely supporting people heavily affected by natural disasters and storms, especially for the poor, people in difficult circumstances, and vulnerable people, practically implementing the Party's guidelines and viewpoints so that no one is left behind.

The 11th National Congress of the Vietnam Fatherland Front takes place in the context that our country is entering a new stage of development with many great opportunities, intertwined with many difficulties and challenges, under the leadership of the Party, our entire nation is determined to realize the aspiration to develop a prosperous, civilized, and happy country, building an independent, self-reliant, and deeply integrated economy. The Congress is an important socio-political event, receiving deep attention from all classes of people in the country and Vietnamese people abroad, and is the first Congress of the Vietnam Fatherland Front operating under a new model, affirming the position and new operating methods of the Vietnam Fatherland Front.

The Congress is responsible for discussing and objectively and comprehensively assessing the situation of all strata of the People and the great national unity bloc; the results of implementing the Resolution and Action Program of the 10th Vietnam Fatherland Front, period 2024 - 2026, unifying the direction, goals, and Action Program of the Vietnam Fatherland Front for the 2026 - 2031 term; Amending and supplementing the Charter of the Vietnam Fatherland Front; Consultating and unanimously electing the Central Committee of the Vietnam Fatherland Front, the Presidium, the Standing Committee, and leadership positions of the Central Committee of the Vietnam Fatherland Front for the 2026 - 2031 term.

According to the Organizing Committee, the total number of official delegates convened to attend the 11th National Congress of the Vietnam Fatherland Front (VFF), term 2026 - 2031 is 1,136 delegates.

In which, the natural delegates are 362 delegates who are members of the 10th Central Committee of the Vietnam Fatherland Front; Delegates elected by provincial-level Congresses and member organizations are 705 delegates including: 129 delegates elected by member organizations at the Central level; 576 delegates elected by the Congresses of the Vietnam Fatherland Front of provinces and cities in consultation.

Appointed delegates include 69 delegates who are delegates introduced for the first time to participate in the 11th Central Committee of the Vietnam Fatherland Front, including: 11 representatives of member organizations; 2 provincial-level Chairmen of the Fatherland Front; 24 intellectuals and experts; 4 representatives of the Workers, Farmers, and Armed Forces structure; 11 ethnic minorities; 5 religious dignitaries; 6 people from economic sectors; 1 person who is a Vietnamese person residing abroad; 5 people who are full-time officials of the Central Committee of the Vietnam Fatherland Front.

The composition of delegates attending includes, 381 female delegates accounting for 33.5%; 528 non-Party delegates accounting for 46.4%; 274 ethnic minority delegates accounting for 24.1%; 207 religious delegates accounting for 18.2%; 17 overseas Vietnamese delegates accounting for 1.6%; 157 business delegates accounting for 13.8%; 360 delegates are full-time Fatherland Front officials accounting for 31.6%. Among them, with a university degree or higher, there are 899, accounting for 79%: Professors, Associate Professors - Doctors are 67; Doctors are 111; Masters are 316; Universities, bachelors are 405.

Regarding the age of participation in the Congress, under 30 years old: 37 people (3.3%); From 31 to 40 years old: 128 people (11.2%); From 41 to 50 years old: 294 people (25.8%); From 51 to 60 years old: 326 people (28.8%); From 61 to 70 years old: 221 people (19.4%); From 71 to 80 years old: 111 people (9.8%); From 81 years old and over: 19 people (1.7%);

The oldest delegate: 97 years old, born in 1929 (General Vo So, Chairman of the Truong Son - Ho Chi Minh Trail Traditional Association of Vietnam).

Youngest delegate: 23 years old, born in 2003 (Ms. Lo Thi Nga, typical individual, Lao ethnic person, Muong Luan 1 village, Muong Luan commune, Dien Bien province).

The Congress is an event of important socio-political significance, demonstrating the strength of the great national unity bloc in the new era, taking place immediately after the success of the 14th National Party Congress and the election of National Assembly deputies of the 16th term, People's Councils at all levels for the 2026 - 2031 term.

The Congress is a historical milestone, opening the term of operating a new apparatus with a new position, stature and development path after completing the policy of arranging socio-political organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front.

With the motto "Solidarity - Democracy - Innovation - Creativity - Development", the Congress identified directions, goals and action programs for the 2026 - 2031 term to meet the requirements of reality.

At the same time, affirming the political core role of the Vietnam Fatherland Front in building and promoting the tradition of patriotism, the strength of great national unity, joining hands and hearts with the entire Party, army, and nation to successfully implement the goals of national development to 2030, vision to 2045, and achievements to celebrate the 100th anniversary of the founding of the Communist Party of Vietnam (1930 - 2030), and the 100th anniversary of the founding of the Vietnam National United Front (1930 - 2030).
