Issuing Circular guiding the implementation of the Charter of the Vietnam Fatherland Front, XI term

Communicating and concretizing the principles and orientations of the Charter, creating a basis for unified and synchronous implementation, in accordance with the characteristics of each level and each type of member organization.

The Charter of the Vietnam Fatherland Front (VFF) XI term was approved by the 11th National Congress of the VFF on May 13, 2026. On that basis, the Circular of the Standing Committee of the Central Committee of the VFF specifically guides many contents related to members; rights and responsibilities of members; principles of organization and operation; organization and personnel of the VFF Committees at all levels; Front Work Committee; relations between the VFF and member organizations and the State; as well as the consideration and handling of disciplinary action against members.

Respect for the organizational and operational independence of each member organization

According to the Circular, guiding the implementation of a number of articles of the Charter aims to concretize regulations that are still principled, oriented or general; and at the same time guide the way to organize the implementation uniformly but still ensure compliance with the characteristics of each level and each type of member organization.

The content of the Circular must be implemented uniformly in principle, synchronously with documents of the Party and State and current regulations, easy to apply in practice; and flexible in the process of organization and implementation, suitable to the specific conditions of each locality and unit.

A consistent requirement is the implementation process to promote the role of democratic consultation, coordination and unified action between the Vietnam Fatherland Front and member organizations; and at the same time respect the independence of organization and operation of each member organization.

For issues arising in practice that the Charter has not yet stipulated and the Circular has not yet guided, the Standing Committee of the Vietnam Fatherland Front Committee at all levels shall base on the principles of organization, operation and the Charter, the Party's regulations and the State's laws to apply flexibly, ensuring unity, efficiency and not changing the basic principles of the Charter.

Clarify members, rights and responsibilities of members of the Vietnam Fatherland Front

The Circular identifies the members of the Vietnam Fatherland Front as including organizational members and individual members.

Members of the organization include political organizations, socio-political organizations, social organizations, socio-professional organizations and other organizations that meet the conditions for recognition according to the Charter. Heads of member organizations are introduced to participate in the Vietnam Fatherland Front Committee at the same level. The Vietnam People's Army is a traditional member organization of the Vietnam Fatherland Front.

Individual members are typical individuals representing classes, social classes, ethnic groups, religions, overseas Vietnamese or other fields. Participation in the Vietnam Fatherland Front is carried out on a voluntary basis, approving the Charter and specific regulations of the Vietnam Fatherland Front.

The circular also specifies the responsibilities of member organizations in collecting opinions and aspirations of members, union members and people from all walks of life; reflecting and proposing to competent authorities; participating in protecting the legitimate and lawful rights and interests of members, union members and people.

Promoting the principle of democratic consultation, coordination and unified action

Regarding organization and operation, the Circular continues to concretize the principles of voluntariness, democratic consultation, coordination and unified action.

The Vietnam Fatherland Front at all levels must ensure the promotion of voluntariness, respect for differences in functions, tasks, charters and operating methods of each member organization; not to replace functions, tasks, powers and not to interfere in the internal organization and activities of member organizations.

The Standing Committee of the Vietnam Fatherland Front Committee is responsible for presiding over consultations, harmonizing, coordinating, guiding and creating conditions for member organizations to implement the coordination program and unify actions of the Vietnam Fatherland Front at the same level.

Consultation is carried out through exchanges, discussions, opinions, conferences, seminars or other appropriate forms to create consensus before deciding. For tasks related to many member organizations, campaigns, emulation movements, supervision activities, social criticism and important political tasks, the Standing Committee of the Vietnam Fatherland Front Committee at the same level shall chair consultations to unify the content, presiding unit, coordination and responsibilities of each organization.

Specifying the organizational and personnel work of the Vietnam Fatherland Front at all levels

An important part of the Circular specifically guides the consolidation of organization, personnel and consultation to elect leadership positions of the Vietnam Fatherland Front Committee.

The consultation to elect leadership positions at all levels is carried out according to the principle of democratic consultation. The circular stipulates the order of organization of the first Committee Conference, the consultation to elect the Chairman, Vice Chairman and related positions; and at the same time guides the process of consolidating, supplementing, and replacing personnel in the term.

In special cases where it is impossible to organize directly due to prolonged natural disasters, epidemics or force majeure reasons, the Committee Conference may be organized online or combined directly with online. Delegates attending online have full rights to speak, discuss, and vote as delegates attending directly; online voting results are valid according to regulations.

For localities with changes in administrative units, the consolidation of the Vietnam Fatherland Front Committee is carried out synchronously with the organizational arrangement and in accordance with the actual situation, ensuring that the activities of the Vietnam Fatherland Front are continuous, without interrupting the implementation of political tasks and protecting the legitimate and lawful rights and interests of the People.

After the establishment of the new Provisional Vietnam Fatherland Front Committee, the organization of the Congress of the Vietnam Fatherland Front of the new administrative unit must be carried out in an appropriate time, no more than 3 months from the time of establishment.

More specific regulations on consulting organizations and the Fatherland Front Work Committee

The Circular stipulates that the organization of consulting at the central and provincial levels is called the Advisory Council, and at the commune level it is called the Advisory Board. The consulting field is determined to be suitable to practical requirements such as democracy and law, economy, culture - society, ethnicity - religion, education, science, technology... The organization must ensure streamlining, practicality, efficiency and suitability with the scope of operation of the Vietnam Fatherland Front.

For the Fatherland Front Working Committee in residential areas, the Circular provides specific guidance on the term, the first meeting of the term and the process of personnel consolidation. The consolidation of the Fatherland Front Working Committee according to the term must be carried out no more than 20 days before the time of organizing the Vietnam Fatherland Front Congress at the commune level.

Notably, when consolidating the personnel of the Fatherland Front Work Committee, the number is determined from 7 to 15 people depending on the characteristics and scale of each residential area; the selection of Heads and Deputy Heads of Committees focuses on enthusiastic people with qualifications, capacity and prestige to improve operational efficiency.

Strengthen coordination with member organizations and state agencies

The Circular continues to clearly define the responsibilities of the Standing Committee of the Vietnam Fatherland Front Committees at all levels in presiding over consultations, harmonizing, and coordinating activities between member organizations; guiding, inspecting and evaluating the implementation of the Coordination and Unified Action Program.

Member organizations are responsible for coordinating with the Vietnam Fatherland Front Committee at the same level in propagating and mobilizing union members, association members and people to implement the Party's guidelines, policies and laws of the State; implementing supervision, social criticism and participating in building the Party and State.

The relationship between the Vietnam Fatherland Front Committee and the State is defined as a coordination relationship to perform the tasks and powers of each party according to the Constitution, laws and regulations on coordination of work. State agencies are responsible for considering, resolving, and responding to the recommendations of the Vietnam Fatherland Front in accordance with regulations; providing information, documents and creating conditions for the Front to implement supervision, social criticism, participate in Party building, government building and promote the people's right to mastery.

Ensuring objectivity and fairness in disciplinary consideration

The notice also dedicates a separate content to guide discipline for members of the Vietnam Fatherland Front.

The consideration and decision on disciplinary forms must ensure objectivity, fairness, proper authority, proper procedures, based on the nature, severity, consequences of violations and the process of complying with the Charter, Party regulations and State laws.

The disciplinary forms include reprimand, warning and dismissal from the position of member of the Vietnam Fatherland Front; and at the same time specify the process of handling for member organizations and members of the Committee who are individuals.

The disciplinary decision takes effect from the date of signing or from the time stated in the decision. In case of dismissal from being a member of the Vietnam Fatherland Front, the membership and rights and responsibilities associated with membership are terminated according to the Charter. The notice is the basis for the Vietnam Fatherland Front Committees at all levels to organize and implement uniformly in the 2026 - 2031 term. In the process of implementation, if difficulties, obstacles or contents that need to be amended or supplemented arise, the Standing Committee of the Central Committee of the Vietnam Fatherland Front will consider and adjust according to the actual situation.
