Regulations on exploitation and use of national databases on cadres, civil servants and public employees

In which, regulations on the exploitation and use of national databases on cadres, civil servants and public employees are based on Article 13.

Article 13. Exploiting and using the National Database on cadres, civil servants, and public employees

1. Subjects exploiting and using the National Database on cadres, civil servants and public employees:

a) Agencies managing and using cadres, civil servants and public employees exploiting and using the National Database on cadres, civil servants and public employees serving the leadership, direction and management work of competent authorities; orientation, policy and development strategy making; handling administrative procedures, improving the quality of public services and management of cadres, civil servants and public employees under their management.

b) The Ministry of Home Affairs exploits and uses the National Database on cadres, civil servants and public employees to serve state management work; statistical work, synthesis of staffing, organization of apparatus, cadres, civil servants and public employees; handling of administrative procedures, improving the quality of public services; leadership, direction and management of competent authorities and policy, law making, development strategies for cadres, civil servants and public employees.

c) Cadres, civil servants and public employees exploit and use the National Database on cadres, civil servants and public employees as prescribed in this Decree and the provisions of law on exploitation and use of the National Database and the National General Database.

d) Other relevant agencies and organizations are allowed to exploit and use the National Database on cadres, civil servants and public employees in accordance with the provisions of law.

2. Requirements for the exploitation and use of the National Database of cadres, civil servants and public employees:

The competent authority of the National Database on cadres, civil servants and public employees; agencies, organizations and individuals exploiting and using data from the National Database are responsible for applying technical measures and solutions to ensure the safe and effective exploitation and use of data; the correct purpose and scope of exploitation and use of data.
