Civil servant salaries updated to the National Database from July 1
Data reflecting information on basic salary and salary allowances of cadres, civil servants and public employees will be updated in the National Database.
Decree 27/2026/ND-CP of the Government on the National Database of Cadres, Civil Servants and Public Employees officially takes effect from July 1, 2026.
According to the decree, each cadre, civil servant and public employee has a single electronic file, attached with an identification code to serve management and lookup in the digital environment. This dossier includes a preliminary list of electronic records and other dossier components created from data of cadres, civil servants, and public employees during their work.
The unification of the use of personal identification numbers aims to synchronize data, reduce information overlap, and facilitate the management of cadres, civil servants, and public employees in the context of promoting digital transformation and building a modern administration.
Notably, Article 5 of Decree 27/2026/ND-CP stipulates data on cadres, civil servants, and public employees in the National Database, including:
- Data reflecting basic information about oneself, including information to determine the identity, origin, and identification of cadres, civil servants, and public employees;
- Data reflecting family relationship information; Data reflecting personal historical information;
- Data reflecting information on recruitment, election, appointment, planning, transfer, rotation, secondment, termination of employment, retirement;
- Data reflecting information on education, professional qualifications, training process; professional and technical training process, including political theory; national defense and security; state management, professional and technical skills;
- Data reflecting information about the working agency or unit; job position; title, position; basic salary, salary allowances; quality assessment and classification; emulation, rewards; discipline;
- Data reflecting information about participation in political organizations, socio-political organizations; Data reflecting information about having participated in the armed forces;
- Data reflecting information about assets and income; Data reflecting health information.
The above data and owner data, reference data of the National Database on cadres, civil servants, and public employees are specifically regulated in the Appendix attached to Decree 27/2026/ND-CP.
