Special salaries and allowances for cadres and civil servants in digital transformation from 2026
According to the provisions of the Law on Digital Transformation, the forms of treatment for cadres, civil servants, and public employees working in digital transformation include salaries, allowances, etc.
The National Assembly has passed the Law on Digital Transformation, which will take effect from July 1, 2026.
This Law stipulates digital transformation, including principles and policies on digital transformation; national coordination on digital transformation; measures to ensure digital transformation; Digital government; digital economy, digital society; responsibilities of agencies, organizations and individuals in digital transformation.
Article 18 of the Law stipulates the attraction and promotion of experts on digital transformation. In particular, the state implements special mechanisms and policies to attract and employ high-quality experts, talents and human resources in the field of digital transformation according to the provisions of the law on cadres, civil servants, public employees, laws on science, technology and innovation, laws on digital technology industry and other relevant laws.
At the same time, state agencies and state-owned enterprises are allowed to hire experts and collaborators such as: Proactively choosing the form and duration of cooperation with domestic and foreign personnel and experts.
Or state-owned enterprises are allowed to cooperate, exchange, and use experts and personnel to serve digital transformation activities.
People with outstanding achievements in digital transformation are honored and rewarded according to the provisions of the law on emulation and reward.
Regarding incentives for cadres, civil servants and public employees working in digital transformation, the Law stipulates that agencies in the political system implement a special treatment regime for people working in digital transformation, including cadres, civil servants and public employees under units assigned to perform the function of state management of digital transformation of central, provincial and municipal agencies;
People working full-time on digital transformation, cybersecurity in agencies in the political system; general engineers, chief architects of science, technology, innovation, digital transformation and other job positions related to digital transformation.
Forms of treatment include salary, allowances, working conditions, career development opportunities and other forms of compensation. The regime and treatment policies are implemented according to the Government's regulations.
