Salary will be proposed to be adjusted in 2026

Report No. 12662 of the Ministry of Home Affairs on the implementation of administrative reform shows the directions and tasks of administrative reform in 2026.

According to the Ministry of Home Affairs, in 2026, it will continue to review and streamline the internal organizations of ministries, central agencies, local departments, branches and public service units and state-owned enterprises.

Pay attention to immediately solving problems such as facilities and equipment in communes that are still facing difficulties; upgrading information technology infrastructure.

Continue to strictly implement Conclusion No. 192-KL/TW dated September 19, 2025 of the Politburo and the Secretariat on the implementation of laws related to decentralization, delegation of authority, and division of authority when operating local governments at 2 levels.

Based on the results of reviewing the feasibility of local legal documents on decentralization, delegation of authority, and division of authority, ministries and ministerial-level agencies promptly amended and supplemented to facilitate the organization, implementation and operation of local government at both levels.

Strictly implement the Law on Organization of Local Government 2025, promptly issue guiding documents for implementation to ensure the organization of the local government apparatus after the reorganization into smooth operation, without interruption, and without legal gaps.

Continue to implement the policy of streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees.

Strictly implement the regulations and conclusions of the Politburo on staff management for the period 2022-2026, report to competent authorities on the results of staff management for the period 2022-2026 and propose staffing for the period 2026-2031 of ministries, branches and localities.

The Ministry of Home Affairs continues to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure correct job positions to meet task requirements; propose adjusting salaries and allowances for cadres, civil servants, public employees and armed forces after the arrangement of the apparatus and local government organization at 2 levels; develop and complete the Decree regulating civil servant job positions.
