Conditions for non-specialized commune-level personnel to be recruited into civil servants

To be considered for recruitment as civil servants, non-specialized commune-level personnel must meet the standards and conditions for recruitment and use of civil servants.

From May 31, non-specialized commune-level personnel will cease their activities. According to this orientation, localities must complete plans to arrange and resolve regimes for this force.

Previously, there were about 100,000 - 120,000 non-specialized commune-level workers nationwide. However, a part of them were recruited directly into commune-level civil servants, and some retired under the policy. To date, there are still nearly 60,000 people, equivalent to about half compared to before.

On May 17, according to Mr. Nguyen Quang Dung - Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs), to be considered for recruitment into civil servants, non-specialized commune-level cadres must meet the standards and conditions specified in Article 13 (on subjects, standards, conditions, dossiers for recruitment into civil servant positions) of Decree No. 170/2025/ND-CP dated June 30, 2025 on recruitment, use and management of civil servants.

The consideration of receiving must be based on the proportion of civil servants to be arranged according to each job position in the agency using civil servants, the assigned staffing quota as well as professional and nghiệp vụ requirements suitable to the expected position to be received.

Regarding the team of non-specialized personnel in villages and residential groups, the Ministry of Home Affairs is being assigned by the Government to preside over the development of a Decree regulating the organization and operation of villages and residential groups and regimes and policies for this force.

The draft content is built on the basis of inheriting the remaining appropriate regulations, and at the same time researching and adjusting in the direction of ensuring reasonable correlation with the new scale of the commune level, associated with the workload and regimes and policies for non-specialized personnel.

Mr. Phan Trung Tuan - Director of the Department of Local Government - said that the development of the Decree has been carefully studied to ensure feasibility and practical suitability.
