Functional allowance level of the Vice Chairman of the People's Committee at the commune level when the base salary increases

According to Clause 2, Article 1 of Decree 07/2026/ND-CP, the leadership position allowance coefficient of the Vice Chairman of the People's Committee of commune level (including communes, wards, special zones), is as follows:

For communes, wards, and special zones directly under Hanoi City and Ho Chi Minh City, the leadership position allowance for the Vice Chairman of the People's Committee is: 0.6.

For communes, wards, and special zones directly under provinces and cities, the leadership position allowance for the Vice Chairman of the People's Committee is 0.5.

In Article 3 of Circular 07/2024/TT-BN, the current leadership position allowance for the Vice Chairman of the Commune People's Committee is calculated as follows:

Allowance level = Base salary level (2,340,000 VND/month) x Current allowance coefficient.

According to Decree 161/2026/ND-CP stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces, from July 1, 2026, the base salary is 2,530,000 VND/month.

Thus, when the base salary increases to 2,530,000 VND/month from July 1, 2026, the leadership position allowance of the Vice Chairman of the People's Committee at the commune level will also increase accordingly.

Accordingly, the level of leadership position allowance for the Vice Chairman of the People's Committee in communes, wards, and special zones directly under Hanoi City and Ho Chi Minh City from July 1, 2026 is: 1,518,000 VND/person/month.

The leadership position allowance level of the Vice Chairman of the People's Committee in communes, wards, and special zones directly under provinces and cities remaining from July 1, 2026 is: 1,265,000 VND/person/month.
