Hundreds of people make power of attorney to receive pensions before July 1. 2026

From July 1, 2025, the Law on Social Insurance No. 41/2024/QH15 officially takes effect with many new regulations related to the payment of pensions and social insurance allowances. In which, people who are receiving pensions and monthly social insurance allowances are allowed to make written authorizations for others to replace them to carry out related procedures, but the maximum validity period of the authorization is only 12 months from the date of establishment.

According to transitional regulations, authorization cases with a term exceeding 12 months will expire from July 1, 2026. This means that many people, especially the elderly and people with weak health, must redo procedures to ensure that pension reception is not interrupted.

Therefore, Thanh Xuan Grassroots Social Insurance has coordinated with the Public Administrative Service Center branch No. 2 and Thanh Xuan Central Post Office to organize support for certifying authorization signatures to receive pensions for people in Thanh Xuan ward (Hanoi). More than 700 cases of elderly people, policy families and vulnerable groups have been supported.

Present with her mother to carry out procedures, Ms. Vu Thi Hien (Thanh Xuan ward) said that the family had proactively researched information and prepared all documents before coming.

According to instructions from the residential group and ward, my family has prepared documents from home, so when we came here, we were supported very quickly and conveniently," Ms. Hien shared.

According to records, during the process of completing procedures, people are supported by professional officials to declare dossiers, classify receiving and guide to complete papers on the spot. For cases where dossiers are not sufficient, officials also provide specific instructions for people to supplement in the following days.

Mr. Thieu Quang Yen (Thanh Xuan ward), who came to make a letter of authorization to receive a pension for his parents, said that organizing direct support in the locality helps reduce many difficulties for families with elderly people.

I find it very convenient to organize support right in the ward, especially for elderly people with weak health. The guides are also very detailed and thoughtful," Mr. Yen said.

According to Ms. Nguyen Thi Phuong Hoa, Deputy Director of Thanh Xuan Grassroots Social Insurance, the implementation of support points aims to help people promptly complete procedures according to the new regulations of the Social Insurance Law.

Authorization cases exceeding the 12-month term will expire from July 1, 2026, so we organize support points for people to complete procedures, ensuring that pension reception is not interrupted," Ms. Hoa informed.

Also according to the leader of Thanh Xuan grassroots social insurance, most of the people who carry out authorization procedures are elderly people with limited health, facing difficulties in traveling or using personal accounts. Therefore, in addition to supporting authorization confirmation, units also coordinate to propagate and guide people to open personal accounts to make it more convenient to receive pensions in the long term.

Activities to support the certification of authorization signatures to receive pensions not only help reduce administrative procedures but also contribute to ensuring social security rights for people, especially the elderly, policy families and vulnerable groups in the area.
