Allowance for Village Head, Party Cell Secretary, Head of Front Work Committee in Hue

The Legal Consulting Department of Lao Dong Newspaper said that, according to Article 15 of Decree 185/2026/ND-CP, the State budget implements a monthly allowance fund (including social insurance contribution support) for non-specialized workers in villages and residential groups.

Accordingly, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Hue City, allowances for Village Heads, Party Cell Secretaries, and Heads of Front Work Committees are based on Resolution 20/2026/NQ-HĐND of the City People's Council Regulating the number, titles, and regimes and policies for non-specialized personnel in villages and residential groups in the area.

Article 3 of Resolution 20/2026/NQ-HDND stipulates the monthly allowance level for the title of non-specialized worker in villages and residential groups.

Non-specialized workers in villages and residential groups in Hue city are entitled to the following monthly allowance:

- For villages with 700 or more households; residential groups with 1000 or more households; villages and residential groups under key commune-level administrative units on national defense according to decisions of competent authorities; villages and residential groups under commune-level administrative units in border areas, particularly difficult villages:

- Villages and residential groups not specified in Clause 1, Article 3 of Resolution 20/2026/NQ-HĐND:

- The allowance level specified in Clause 1 and Clause 2, Article 3 of Resolution 20/2026/NQ-HDND has included the cost of compulsory social insurance contributions according to the provisions of the law on social insurance, including the part under the responsibility of employers and the part under the responsibility of employees. Based on this allowance level, agencies and units are responsible for implementing the deduction and payment of compulsory social insurance according to the provisions of law.

The base salary from July 1, 2026 is 2,530,000 VND, so the allowance for Village Heads, Party Cell Secretaries, and Heads of Front Work Committees in Hue City is as follows:
